THIS IS A COMBINED SYNOPSIS/SOLICITATION/SMALL BUSINESS SET-ASIDE FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6 "SOLICITATION FOR COMMERCIAL ITEMS", AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. NAICS Code: 541380 The Environmental Protection Agency intends to award a contract for Radioisotope Analysis of Sediment/Soil Samples, for the Office of Research and Development (ORD), National Exposure Research Laboratory (NERL) Ecosystems Research Branch (ERB), Ecological Exposure Research Division (EERD). A fixed price purchase order is anticipated to result from the award of this solicitation. The resulting contract is expected to have a Period of Performance of a 24 Month Base Period. The Period of Performance would begin December, 2011 ending November, 2013. The associated NAICS Code is 541380 with a size standard of $12 million dollars. This procurement will be made under FAR Part 12.6 provisions. This effort will support the ORD/NERL/ERD/EERD's responsibilities pertaining to the need for conducting research on sediment and nutrient accretion functions associated with different wetlands from numerous parts of the country to obtain rates of organic matter and nutrient accretion and burial in different wetland and estuarine systems. Abundances of elemental radioisotopes in soil and sediment profiles will be used to measure accretion and burial rates. Radioisotopes frequently used are 137Cs (T1/2 = 30 yr) and 210Pb (22.3 yr). 137Cesium is produced by above ground nuclear weapon explosions, and has a peak exposure of 1964 that can be used as a date marker for subsequent soil accretion. 210Lead radioisotope accumulates naturally and will be used to measure soil accretion rates over the past 100 to 150 years. These parameters will be coupled with other measurements (e.g., TC, TP, TN) to obtain rates of organic matter and nutrient accretion and burial in different wetland and estuarine systems. Understanding wetland functions associated with nutrient accretion and sequestration assists in understanding the dynamism in biogeochemical cycling of nitrogen and carbon and the net ecosystem benefits received from nutrient assimilation and elemental sequestration by wetlands. Thus, accretion rates developed from 137Cs and 210Pb measurements in estuarine and freshwater wetland sediment and soil cores will provide US EPA with critical data necessary to calculate the wetland ecosystem services of nutrient removal and carbon sequestration. The contractor shall analyze estuarine sediments and wetland soils (hereafter referred to as ?wetland samples?) for 137Cs and 210Pb activity. Wetland samples will be obtained from sediment and soil cores provided by US EPA. Wetland samples will be homogenized by EPA and a dry weight of at least 25 g or greater will be provided to the contractor for radiometric analyses. Wetland sample mass will vary based on bul k density of the soil. Wetland samples will be labeled by EPA using a simple sequential numbering scheme (i.e., Site A #001, Site A #002, etc.). Wetland samples will be sent in batches of 50, with the first batch sent on a date identified by the US EPA Contracting Officer?s Representative (COR). The contractor shall process the wetland samples within 30 days or less of receipt of the samples, and provide the raw data on radioisotopic activity to the EPA at that time.
