- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Request for Quotation number is H92242-12-T-0506. This solicitation documents incorporates provisions and clauses that are in effect through FAC 2005-48, dated 31 Jan 2011 and DFARS Change Notice 200900009. The DPAS Rating for this solicitation is DO. S1. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 532411, the Small Business Standard is $7.0 Mil. This requirement is 100% Small Business. The DPAS rating for this solicitation is DO. The Naval Special Warfare Group 4 requests responses from qualified sources capable of providing the requirement as cited in the following Statement of Work: STATEMENT OF WORK 1.0. Project Overview: Provide four-week course of instruction for 10 Special Boat Team Twenty (SBT-20) personnel that will meet requirements for and qualify personnel as USCG Basic Safety, STCW, Life boatman, Able bodied Seaman, USCG First-Aid/CPR and 50 - 100 Ton Captain. 2.0. The contractor shall provide Navigation, Basic Safety, Lifeboat Operations, Watch-keeping and Seamanship Training to SBT20 personnel in the following course of Instruction (COI):. USCO Baste Safety Course. •• STCW(Standards of Training, Certification and Watch keeping) •• Life Boatman. •• Able Bodied Seaman. •• 50-100 Ton Captain. •• USCG First Aid/CPR SBT-20 Personnel shall learn how to operate and maintain vessels in a safe, efficient manner. This course of instruction shall include classroom presentations and practical exercises to facilitate maritime operations. Training shall be conducted from 0900 til 1600; however, portions of the training may extend into the evening hours if needed. The training breakdown of classroom Instruction and practical exercises shall be at the discretion of the vendor providing training. 3.0. Contractor Furnished Material: Contractor shall furnish the facility for training and equipment to facilitate all necessary training objectives. Costs should include instructor fees, setup time, lab equipment, training books, operating coat, USCG Licensed Captains and administrative fees. Contractor shall also be flexible based on student's skill levels during training to optimize the training event. All safety equipment and boat gear shall be provided by the school. Vendor shall also be prepared to facilitate all necessary administrative tasks to ensure certifications and qualification will be obtained by students in a timely manner. 4.0. Government Furnished Material: The government will provide the following personal equipment: Hydration system (canteens or camel back), rain gear and other clothing appropriate for the environment. 5.0. Place of performance: Within 20 miles or Joint Expeditionary Base little Creek. 60. Performance period: 03-27 JAN 2012 74). Each response must clearly indicate Delivery time frame. 52.212-2, Evaluation - Commercial Items (JAN 1999) is applicable to this procurement. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The contract will be awarded to the Quoter whose quote conforms to the solicitation provisions, is technically acceptable and provide the lowest cost to the Government.
