Description
The International Thermonuclear Experimental Reactor (ITER) is a project underway in Cadarache, France to construct a device that will demonstrate nuclear fusion power at a power plant-relevant scale. Work scope associated with the ITER Upper Port Visible/Infrared Wide Angle Viewing System is assigned to the Princeton Plasma Physics Laboratory (PPPL), a national laboratory operated by Princeton University for the United States Department of Energy (DOE) under Contract No. DE-AC02-09CH11466. PPPL is responsible for the work described in a Statement of Work (SOW) that will be published as part of Request for Proposal (RFP) 12-010-R. The Upper Port Visible/Infrared Wide Angle Viewing System provides real-time, simultaneous visible and IR images of the ITER divertor region via endoscopes and relay optics located in five upper port plugs mounted on the ITER vacuum vessel. This system must function reliably with limited maintenance for many years in a high vacuum, high nuclear radiation, and high magnetic field environment and remain robust through repeated thermal cycling. The endoscopes and relay optics are 9.7 meters long, approximately half of which is subject to the high vacuum and high nuclear radiation environment. The RFP SOW will cover engineering support services consisting of: 1) providing an assessment of and design improvements related to the manufacturability of the Upper Port Visible/Infrared Camera System; and 2) providing a cost estimate for completion of the design, manufacturing of components, system assembly, and system optical alignment. The design of this system is currently at the conceptual design level. This work shall be performed by an Engineering Support Subcontractor (ESS). The ESS shall evaluate the current optical design from the point of view of manufacturability (packaging and tolerances of components, assembly, and alignment), identify design improvements that will facilitate cost efficient manufacturability, and produce a preliminary manufacturing plan. The ESS shall also provide a cost estimate for completing the design of the system (preliminary and final design phases), fabricating the system, and system alignment. The cost estimate shall be done in an Excel spreadsheet template provided by PPPL. Inputs to this work to be provided by PPPL are: 1) existing documentation on the system; 2) the current optical design; 3) CAD (step) files of the current conceptual-level mechanical design; and 4) the cost estimate template. Deliverables will be: 1) the manufacturing plan; 2) CAD and optical design software files incorporating any design changes; and 3) the cost estimate. The deliverables should not contain proprietary information and should be suitable for public dissemination. PPPL plans to use the results of the ESS effort to validate the conceptual design and support preparations for a future solicitation (currently planned for 2012) to complete the design, fabricate, assemble, and align the Upper Port Visible/Infrared Wide Angle Viewing System. It is the intent of PPPL to issue a Request for Proposals (RFP) for performance of the ESS work scope described in the SOW, and to award a subcontract to the offeror whose proposal represents the best value to PPPL. The subcontract period of performance shall have a duration of approximately three months (currently planned for March-May 2012). This announcement is not a solicitation and does not obligate PPPL to issue a solicitation. Interested parties who believe that they possess the capabilities to provide the services described above should submit a statement demonstrating their capabilities to perform this work. Information submitted must describe the party's organization, personnel, facilities, applicable subcontractor network, and relevant past experience. Include company name, address, telephone number and email addresses for technical and administrative points of contact, and brochure/literature.
