Description
Request for Information For Marine Corps Systems Command, Quantico, VA Indirect Fire Capable Rifle Grenade Ammunition Solicitation Number: M6785412I1003 NOTE: This Request for Information (RFI) is the initiation of market research under Federal Acquisition Regulation (FAR) Part 10, and is not a Request for Proposal (RFP). The information provided herein is for information only and is intended to initiate communication with industry and assess market potential. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Marine Corps Systems Command (MARCORSYSCOM), Program Manager, Infantry Weapons (PM IW) is currently seeking information on availability/production of a Rifle Grenade Ammunition that will allow indirect fire against targets in defilade, behind walls and buildings or rooftops and elevated positions at ranges between 30 and 150 meters. This RFI is being issued to collect information from industry regarding its ability to provide a Commercial-Off-The-Shelf (COTS), commercial, and/or Non-developmental Item (NDI) in accordance with FAR 2.101. The ammunition must be compatible with the M16A4, M4 and M4A1 (unsuppressed) rifles without modifying the weapons. The ammunition must be fired using currently fielded live rounds from the weapons listed above; they must be a bullet trap/shoot-through type of rifle grenade. Rifle Grenades which must be fired with blank or special purpose cartridges will not be considered. The Marine Corps is interested in both live and training rounds. The Government is requesting a written capabilities document, herein referred to as White Paper, from interested vendors capable of providing an Indirect Fire Capable Rifle Grenade Ammunition that meets the above attributes. In responding to this RFI, White Paper responses should address the following information to the best extent possible: General description Lethality performance Range Accuracy performance Recoil Rate of fire Operational method, targeting/sighting methodology Explosive fill and propellant data Fuze function and safety Launch weapon impacts (durability and reliability) Environment resistance (water, humidity, rain, salt fog, mud, icing, rough handling, transport, drop) Nuclear-Biological-Chemical environment compatibility Technology Readiness Level (TRL) assessment Production capacity White Paper responses should demonstrate the vendor ™s capability to meet the Government ™s requirements. Additionally, it is requested that Enclosure 1 Assertion of Commerciality is completed and provided with your White Paper response in order that the Government may assess the commerciality and/or development status of your product. There are no page limitations. Responses may include any advertising or marketing type information. Vendors are discouraged from submitting any information deemed competition sensitive or proprietary. However, if sources elect to submit competition sensitive or proprietary information, vendors bear sole responsibility for clearly marking said information as such to ensure appropriate safeguarding by the Government. Responses to this RFI that indicate that information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. Written responses can be in any format, but electronic media must be in Microsoft Word or Adobe Acrobat formats. RFI responses shall be provided in one (1) printed and one (1) Compact Disc copy, and be delivered no later than 5 December 2011, 4:00 p.m. Eastern Time to the following address Commander Marine Corps Systems Command Infantry Weapons Systems (PG-13) Program Manager, Infantry Weapons (PMM-132) Attn: David Riley 2200 Lester Street Quantico, Virginia 22134-6050 Notice Vendors are advised that the Government will utilize Support contractor/non-Government personnel from Lockheed Martin Corporation, DCS Corporation and their subcontractors and consultants to assist in collecting and reviewing market information. Proprietary information submitted in response to this RFI will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as "the Act") as implemented in the FAR. These companies are bound contractually by Organizational Conflict of Interest and disclosure clauses with respect to proprietary information. Supporting contractor personnel are procurement officials within the meaning of the Act and will take all necessary action to preclude unauthorized use or disclosure of Contractor's proprietary data.
