Description
Innovative Space Acquisition RFI provided in.pdf format Synopsis The Office of the Director of National Intelligence (ODNI), Associate Director for Acquisition, Technology and Facilities (ADNI/AT&F) is interested in innovative approaches to reducing costs in satellite acquisition. In response to this "Meyerriecks Challenge", the ODNI requests feedback and critique from the space industry to refine preliminary concepts. Alternative acquisition approaches which may be more cost effective will be considered. These comments, approaches, and concepts will be reviewed and compiled into a refined acquisition concept for industry preview in January 2012. Background Over the years, many publications have described the degenerative state of affairs in space acquisition and have suggested ways to change the industry and the government. Some ideas have been implemented while others are under consideration, but there remains more to do. These proposed solutions run the gamut of changing organizations, processes, skill set development, manufacturing techniques, contracting approaches, and policy. The ODNI is particularly interested in exploring an industry wide approach using scalable spacecraft data and power architectures built on open standards with selected common components. This approach is analogous to the personal computer development model where industry wide standards for defined interfaces and protocols played a vital role in the PC's exponential performance improvement during a time of significant cost reduction. While it is true that individual companies have experienced moderate success with their own standards and common components, it is postulated that executing a cost effective satellite acquisition concept with open standards industry wide would reduce costs while increasing quality, and eventually, performance. The objective is to save 20% to 40% on the nation's entire satellite investment over a decade. ODNI is developing a satellite market model (Diagram 1) to analyze the effect of potential measures on community costs, This approach would not be successful without a compelling business case and full support and engagement of both government and space industry stakeholders. Diagram 2 illustrates that, because of the overall volume, it is imperative we engage the entire US market. Scope This RFI applies primarily to bus and payloads of all types of satellites, whether commercial or government sponsored. In order to make the business case close, the ODNI would like to explore concepts of affordability that can apply as widely as possible to all satellites. It is recognized that not all subsystems are appropriate for common components or full integration using standardized electrical or data architectures. However, we believe that with appropriate changes to government acquisition methods, we can achieve significant cost savings. Considerations may include reductions to non-recurring engineering efforts, simplification of system integration, improvements to mass and power efficiency, reduction to initial investments, and improved return on investments. This RFI does not address launch or ground systems; otherwise, we do not want to restrict industry ideas for more cost effective approaches.
