Description
Space and Naval Warfare Systems Center (SPAWAR) - Atlantic's (SSC-A) Requestfor Information (RFI) is for a GSM Cellular Stand-alone system to support the Afghanistan security and police forces with cellular capabilities. Submissions are due no later than noon on November 18, 2011. SSC-A has been tasked to provide an emergency cellular communication capability for up to twenty (23) districts within Afghanistan. The mission of the system is to provide 24/7 emergency service to the local population (system must support programming select 3 digit numbers that may vary from district to district) and allow a select number of Afghanistan Local Police (ALP) communications via 10-digit numbers using closely controlled Subscriber Identity Module (SIM) cards/phones to support this emergency communication network. The local populace can only leverage the service to support emergency communications with the local/regional police using the defined 3 digit number for that district. The phase one (1) capability is for six (6) INITIAL (start-up) sites with an expansion to seventeen (17) sites making it a total of twenty-three (23) sites. The intent of this RFI is to obtain G2/G3 GSM small form factor highly integrate-able Cellular System COTS product information that can restore, establish and/or expand emergency voice and short message services (SMS) with the desired effect of providing 24 hour x seven day per week (24 x 7) police community "emergency service" calling capability. The purpose of this document is to request information for GSM cellular product providers to support Afghanistan emergency communication mission. SSC-A will provide GSM cellular systems and services to the Afghan National Security Forces Police and Afghan Local Police (ALP). The intent of this project is to transition the equipment to the Afghanistan Government security forces. There is no cellular service requirement associated with this RFI. The Afghan National Police (ANP) and ALP forces were created under the Government of the Islamic Republic of Afghanistan's (GIRoA) Ministry of Interior (MoI) in order to protect its citizens. Due to limited traditional telecommunications infrastructure, GSM Cellular service will facilitate host country security through services that provide ANP/ALP with a means to complete field police work and contributes to providing law enforcement services to the local populace. All information received will be used by the SSC-A Cellular product team to support our technical solution for integration purposes. It will not be shared outside the government Cellular Product Team and will be utilized to support our technical solution. SSC-A request for information (RFI) is focused on evaluating GSM Cellular systems to support its mission. This RFI is for a GSM Cellular product solution ONLY that may go in a small container, palletized skid plate, or other form factor as selected by SSC-A. Please include the following with your technical submission: Administrative Information Technical Submission Cost information Lead time on equipment ordering Please provide Administrative Information below: (1) Company information, main staff point of contact (POC) info, including name, address, phone number, and website link (as available). (2) Whether the company is a Cellular hardware product provider, technical consultant, manufacturer, distributor, and/or cellular service provider (Global or local Afghan). Please address all items and design drivers below as part of your Technical Submission (include Cost and lead time ordering information) 1. Product name and a brief description (no more than one page per product). 2. GSM cellular system product solution shall require minimum real estate, be highly system integrate-able, and rack-mountable to support ease of integration. Please provide physical size of system and each component. 3. The selected GSM cellular system power and equipment will be integrated by the government. The selected product solution may be integrated in some type of shelter/container or it can be stand-alone if product supports that feature in our target area of interest (district centers within Afghanistan). Currently our requirements are to provide a green power solution therefore power consumption is considered important (see power requirements below). a. Identify total power consumed by the GSM Cellular product system b. Power interface options to support ease of integration 4. HVAC will be selected and integrated by the government a. Identify your GSM Cellular Production Solution HVAC requirements b. identify your GSM Cellular operating temperature constraints c. Identify your GSM Cellular storage temperatures constraints Additional System Design Drivers 5. The GSM Cellular system design only is for Intra-District (Single - Site) voice/texting capability - No district to district capability required a. Voice/text calling capability using a defined ten or three digit code for that district using SIM cards as control for 10 digit numbers and the ability to program 3 digit prefix for local population emergency calling b. Each site must operate within the GSM frequency bands licensed In Afghanistan using numbering plan agreed upon. c. The GSM system must have adequate controls in place to prevent cellular usage for any uses other than 3 digit emergency service or 10 digit SIM card communication. No local populace general calling supported. d. Each system shall include Mast/Antenna and shall be a minimum of (greater than or equal to) 50 feet above ground level to support a range of at least 8 km in a flat terrain scenario e. Portable/Transportable Cellular System Solution with all self-contained components to support an emergency communication GSM network. Only power, grounding, container (if applicable) and HVAC should be a dependency of the system f. SATCOM not required due to no district to district calling 6. Remote/local configuration, monitoring, and analytic capability of the GSM System to support Call detail records and monitoring of the system a. Remote (U.S. based and/or Afghan) - objective requirement b. Local (Afghanistan at district center) - threshold requirement 7. Operations and Maintenance (O&M) a. 24 x 7 help desk (objective only) b. Mean time to Repair c. Mean time between Failures d. Operational Availability (Uptime) 8. GSM Cellular System documentation and training a. CONUS fielding training b. CONUS technical staff training c. OEM documentation 9. The GSM cellular system should provide a minimum service capability: a. System service reliability (greater than or equal to) 95% of per district local population. b. System service uptime of operation (greater than or equal to) 97% of per district local population. c. System service cellular calls (greater than or equal to) fifteen (15) simultaneous calls per district local population 10. GSM Cellular System handheld products and accessories include: a. (100) SIMs programmed accordingly in Home Location Register (HLR) b. (100) GSM Handheld cell phones 11. Detailed price and/or cost schedules for products should be outlined as followed: a. Product price and bulk price (itemized be component) b. Responders are asked to identify any SSC-A and/or GSA Contract Schedules The submitted information will be evaluated for inclusion in the GSM Cellular System Selection by SSC-A. Consequently, follow-up requests for feedback should not be made through Federal Business Opportunities posting agency. Vendors may be contacted following submission for more detailed product information. Submittals The information received shall be reviewed to conduct objective, comparative assessments and validation of commercial equipment and systems. This RFI is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government DOES NOT intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. A copy of this RFI is included on SSC-Atlantic's e-commerce website.
