- Description
- The Bureau of Reclamation (Reclamation) is conducting market research for the modernization of the John W. Keys III Pump Generating Plant (Keys PGP). The Keys PGP is one of the few large pump generation facilities in the western United States that has potential pump storage/wind integration capacity, but this will require much rehabilitation and improvement to the existing facility. The Keys PGP consists of six pumping units and six pump/generating (PG) units. The six pumping units (P1-P6) are each rated at 65,000 horsepower (hp). PG units 7 and 8 are each rated at 67,500 hp in the pump mode and 50,000 kilowatts (kW) in the generating mode. PG units 9 through 12 are each rated at 70,000 hp in the pump mode and 53,500 kW in the generating mode. Upgrades are planned for the governors, exciters, protective relays, and controls for all the units. The intent of this notice is to announce the availability of the "John W. Keys III Pump-Generating Plant Modernization Project Market Research Questionnaire 1" to interested potential offerors. Reclamation is conducting market research to determine the level of interest in the electric power industry in potential contract business arrangements for the planned upgrades. Interested prime contractors and subcontractors are invited to complete the Questionnaire. Participation is voluntary and respondents will not be compensated for their participation. The identity of respondents will not be revealed outside the Contracting Officer's staff. A contract will not result directly from this market research and there may be future market research or acquisition planning announcements made regarding the Keys PGP Modernization. Background information on the Keyes PGP Modernization, the planned activities, and the Questionnaire itself will be available on or about November 10, 2011, in Adobe Acrobat PDF at http://www.usbr.gov/pn/contracts/index.html. Completed Questionnaires will be accepted for a 45-day period beginning on the date the questionnaire is posted to the website. All responses must be accompanied by a completed Questionnaire. Any responses not accompanied by a completed Questionnaire will not be considered. The intent of Questionnaire No. 1 is to seek input on certain potential contracting arrangements for the upgrades to the governors, exciters, protective relays, and control equipment and to determine the level of interest among small businesses. Any questions regarding this announcement should be sent to the PGPModernization@usbr.gov email address or mailed to the Contracting Officer's attention. Phone calls will not be accepted.
