Description
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE, BUT RATHER A REQUEST FOR INFORMATION (RFI) from industry that will allow the Government to identify interested sources capable of meeting the requirement. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), request for proposal (RFP), invitation for bid (IFB), or as an obligation or commitment on the part of the Government to acquire any product or service. The Government will not pay for or reimburse any costs associated with responding to this sources sought synopsis request. There shall be no basis for claims against the Government as a result of information submitted in response to the RFI. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Should a requirement arise, the full requirement will be detailed in the solicitation. The United States Army Special Operations Command Africa (SOCAFRICA) is seeking to identify sources capable of providing logistics civilian augmentation program (LOGCAP) support in the country of the Republic of Mali, Africa. The purpose of this LOGCAP is to provide support for nearly 2,000 individuals across three (3) locations simultaneously: Bamako, Gao, and Mopti/Sevare. The Government is contemplating a single award, firm fixed price, indefinite delivery indefinite quantity (IDIQ) type contract. The contract shall not exceed 3 months with estimated planning dates between January 2012 - April 2012. The LOGCAP will include the following at a minimum: 1. Portable Latrines to include daily cleaning 2. Wooden Shower facilities to include daily cleaning 3. Tentage to serve as living quarters 4. Grey Water / Black Water Removal 5. Bulk Water Storage (Non-potable) 6. Refrigerated cargo transport containers (Reefer Vans) 7. Line Haul Operations (Trucks w/flatbeds IOT transport containers) 8. Sewage Removal 9. Trash Removal 10. Forklift (capable of lifting 10,000 kilograms w/operators) 11. Forklift (capable of lifting 3,000 kilograms w/operators) 12. Cargo Transport Containers (containers shall be at approximately 6.1 meters long and 2.34 meters wide and 2.36 meters high capable of being loaded and transported on flat bed trailers) 13. Two (2) Cranes (capable of lifting 37,000 Kilograms and operators to conduct trans-load operations of transportation containers) 14. Diesel powered light towers (capable of producing portable light source with 4 - 1000 watt light fixtures) a mast capable extending to a length 30 feet (10 meters) 15. Eight (8) each Skid mounted Diesel Generators (100K) with internal fuel tanks Interested parties must demonstrate their capability to develop a plan of action in order to provide LOGCAP and supplies/services for the above. Respondents should also be able to demonstrate the managerial, technical, administrative, acquisition of supplies as they pertain to providing LOGCAP. Additionally, respondents must be able to articulate how they plan utilizing host nation vendors/employees if possible. Interested parties are requested to submit a capabilities statement that clearly demonstrates their corporate capabilities. The capabilities statement should not exceed 15 pages and must provide a summary of relevant experience and knowledge that addresses the entire scope of the statement of work. Key elements to consider in the submission are the technical approach and concept for providing required supplies in an austere/immature market, as well as, prior experience/examples of similar work to include preparation and execution timeline. The statement should also include substantive current and/or recent past performance references that identify similar work to include period of performance, brief description of services, email address and phone number. Documentation provided must address all required elements listed herein. The respondents should identify their socio-economic status their capability statement if applicable. Responses shall be submitted electronically via email to james.t.locklear@us.army.mil. All responses shall be submitted no later than 9:00 a.m. on 22 November 2011. Failure to respond to this RFI does not preclude participation in any future associated request for quotations that may be issued. Respondents will NOT be notified of the results. If the Government decides to issue a solicitation, an RFP will be available via the Army Single Face to Industry (ASFI) web page at https://acquisition.army.mil/asfi/. It will be the respondent's responsibility to monitor the ASFI web page for the release of any RFP, and to download the RFP and all attachments. To be eligible for any future contract, prospective respondents must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov if the company is located within the United States. Respondents are cautioned that due to file size limitations and e-mail security protocol, there is a risk that not all correspondence will be received.
