- This Market Survey/Request for Information (RFI) announcement is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy at 3.2.1.2.1. This is a market survey. This is not a Screening Information Request (SIR) or Request for Proposal (RFP) of any kind. The responses to this Market Survey/RFI will be used for informational purposes only. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Any cost associated with the market survey submittal is solely at the interested vendor's expense. I. PURPOSE The purpose of this Market Survey/RFI is to assess and solicit industry input and comments regarding the implementation of a new program, the Future Flight Service Program (FFSP). II. INTRODUCTION/BACKGROUND The FAA anticipates the implementation of a new program - the Future Flight Services Program (FFSP), which will combine the services currently provided by the Automated Flight Service Station (AFSS), Direct User Access Terminal Service (DUATS), and Operational and Supportability Implementation System (OASIS) programs into a single contract vehicle. FFSP will be a service-based program. FFSP will replace the program previously known as the Meteorological and Aeronautical Planning System (MAPS). The FAA expects a contract for FFSP will be awarded in 2014 and to have a fully operational flight service infrastructure in place in mid 2015. III. DESCRIPTION OF CURRENT FLIGHT SERVICE FUNCTIONS Current Flight Services provide weather data, aeronautical information, and flight planning services pertinent to the pilot's route of flight. Current Flight Service functions include : Pre-flightFlight Plan Filing In-Flight Services Airport Advisory Services Special Visual Flight Rules (SVFR) Operations Enroute Flight Advisory Service (EFAS)Emergency Services Data Entry - Notices to Airmen (NOTAMs), Pilot Weather Report (PIREP) Aviation Routine Weather Report (METAR) Search and Rescue (SAR) Broadcast Services IV. DELIVERY OF CURRENT FLIGHT SERVICE FUNCTIONS Current Flight Service functions are provided in one of two ways. The primary means of service delivery consists of pilots contacting a Flight Service Specialist in person, by phone or radio. Alternatively, pilots can obtain preflight information and file flight plans directly through one of two online web portals. The services are provided in accordance with FAA Order JO 7110.10U. Within the FAA, Flight Services are provided across the National Airspace System (NAS) by a combination of contract vehicles to include: 1.)Automated Flight Service Station (AFSS): Contract DTFAWA-05-C-000312.)Operational and Supportability Implementation System (OASIS): Contract DTFAWA-11-C-000643.)Direct User Access Terminal Service (DUATS): Contracts DTFAWA-08-C-00119, and DTFAWA-08-C-00121 V. FUTURE FLIGHT SERVICES As previously stated, it is anticipated FFSP will combine the services provided by the AFSS, DUATS, and OASIS programs into a single contract vehicle. The FAA is seeking a solution that will improve the quality and delivery of flight services to NAS users throughout the Contiguous United States (CONUS), Alaska, Hawaii, and Puerto Rico. Flight Services must be provided in a cost effective manner while also maintaining and improving safety. The FAA is seeking a solution that provides efficient, effective, and continuous delivery of flight services through innovation, integration, and standardization. VI. QUESTIONS TO INDUSTRY Based on the identified approach and information provided, respondents are requested to answer the following questions: 1.The FAA is seeking to increase flight service operational efficiency while reducing costs. As a result, what opportunities can your company identify to assist the FAA in achieving these goals? 2.To what extent, does your company believe, current services and/or technologies, including current or planned NAS services and/or technologies, can be leveraged to provide future flight services? a.Please identify, which services and/or technologies, including current or planned NAS services and/or technologies, can be leveraged.b.Please identify how these services and/or technologies might be leveraged.c.Please specify when the identified services and/or technologies could be leveraged. d.Please identify any potential issues that might arise as a result. 3.The FAA plans to combine the requirements and Federal workforce of Alaska with a contractor staffed CONUS operation to provide a unified solution that provides flight services in both locations. Based on the difference in labor forces in CONUS and Alaska: a.How would your company's solution accommodate the difference in labor forces? b.Please identify any potential issues that might arise.c.Please identify how your company would suggest resolving these potential issues. d.As the FAA owns facilities in Alaska, does your company foresee any deployment, installation, maintenance, and training issues? If so, please identify. 4.Please provide a high-level estimated timeline to deploy the future flight services system in CONUS and Alaska, from contract award to system initial operating capability. At a minimum, this estimate should include and clearly identify:a.time for deployment b.time for testing c.time for training d.periods of parallel operations 5.The FAA anticipates that FFSP will include an automated preflight planning and flight plan filing service. a.Please provide an estimated time to implement and integrate an automated preflight planning and flight plan filing service functionality.b.Please identify any potential issues that might arise. 6.What impacts, positive or negative, does your company anticipate may result from a single contract award? 7.The FAA will encourage continuous innovation for FFSP. How do you propose that the Government should motivate industry to provide innovative thinking with reduced program cost while focusing on the service being provided? VII. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The Principal North American Industry Classification System (NAICS) code for this requirement is 541330, Engineering Services. VIII. DELIVERY OF SUBMITTALS Interested parties must provide responses in writing. Responses must be in common electronic readable format (Microsoft Word 2003, Excel 2003, PowerPoint 2003, PDF), in Times New Roman 12 Font. Please limit company background to one page. There is no limit on page responses. Please provide answers to the questions in the same order as identified in Section VI. Responses must be received by Friday, December 16, 2011, 3:00PM EST and must be submitted electronically to the Contracting Officer, Patrick Weare, at patrick.weare@faa.gov.
