Description
1. Title -Award to be made by SAIC-Frederick, Inc. under prime contract with the NCI-Frederick. There will be no privity of contract between the seller and the Government. The Cancer Genome Atlas (TCGA) Biospecimen Core Resource (BCR) Sole Source Pre-informational Notice 2. Purpose - The purpose of this notice is to notify the community that about the upcoming RFP for The Cancer Genome Atlas (TCGA) Biospecimen Core Resource (BCR). Upon review of the Biospecimen Core Resources and to make the most efficient use of the BCR resources, the TCGA program has decided to consolidate these services into a single resource. Procurement will be issued by SAIC-Frederick, Inc. 3. The estimated release date for the RFP is 12-2011. 4. Background: This procurement is being solicited for award by SAIC-Frederick, Inc. under its contract HHSN216200800001E for Operations and Technical Support at the National Cancer Institute-Frederick, a federally funded research and development center. SAIC-Frederick, Inc. is the prime contractor charged with operations and technical support of the government owned contractor operated (GOCO) facility. The Cancer Genome Atlas (TCGA) is a comprehensive and coordinated effort to accelerate our understanding of the molecular basis of cancer through the application of genome analysis technologies, including large-scale genome sequencing, gene expression analysis, and interrogation of epigenomic events. The scope of the program is to map and catalogue the genomic changes that occur in 20 major cancer types and subtypes from a variety of organ systems. TCGA is a joint effort of the National Cancer Institute (NCI) and the National Human Genome Research Institute (NHGRI), two of the 27 Institutes and Centers of the National Institutes of Health, U.S. Department of Health and Human Services. TCGA Pilot Project Biospecimen Core Resource served as a centralized tissue processing center and provided the molecular biomolecules for the Pilot Project. In addition, the BCR collected and standardized clinical annotation. Standard operating procedures governed clinical data collection, sample collection, pathological examination, biomolecule (e.g., DNA and RNA) extractions, quality control, laboratory data collection, and biomolecule distribution to the Cancer Genome Characterization Centers and the Genome Sequencing Centers. The BCR ensured that samples and data were received by TCGA under appropriate human subjects review and informed consent, and also that Material Transfer Agreements represented the policies of the NIH for this project.
