- Land Maintenance Conservation Practice Standards IL WRP Easment Map SCA Wage Detemination Forestry Services Items of Work THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY, It is issued under the authority of FAR 15.201("Exchanges of information before receipt of proposals"). This Request for information (RFI) is for the purpose of identifying socio economic concerns such as service-disabled veteran-owned small businesses, HUBZone small businesses, woman owned small businesses, 8(a), etc. that provide Soil Preparation, Planting and Cultivating (NAICS 115112) or Support Activities for Forestry (NAICS 115310) and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect cost or charges by the Government will arise or result of the contractor submission of this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded as a result of this announcement. Data submitted in response to this RFI will not be returned. This RFI is being issued to find socio economic concerns such as service-disabled veteran-owned small businesses, HUBZone small businesses, woman owned small businesses, 8(a), etc. that can provide personnel to the labor categories that are included below to perform Soil Preparation, Planting and Cultivating (NAICS 115112) or Support Activities for Forestry (NAICS 115310). The labor categories that may be required under the Soil Preparation, Planting and Cultivating (NAICS 115112) or Support Activities for Forestry (NAICS 115310) requirement include the following: KEY PERSONNEL The Contractor shall assign to this contract the following key personnel: 19-4093 Forest & Conservation Technicians or 45-2099 Agricultural Worker or 47-2073 Construction Equipment Operator or 45-2091 Agricultural Equipment Operator or 45-4022 Logging Equipment Operators EXCHANGES OF INFORMATION All exchanges of information relating to this Request for Information (comments, concerns and/or Expressions of Interest (EOI) must be submitted to the NRCS-IL State Office via email to: heath.isome@il.usda.gov with subject " WRP Maintenance RFI " no later than Close of Business on November 30, 2011. On December 8th 2011 at 10:30am at the NRCS-IL State Office located at 2118 W. Park Ct, Champaign, IL 61821, a meeting with potential vendors to discuss their interests and help us determine units for each task item, rates per task items, level of interest and or competency of vendors, etc. Please RSVP with the Contracting Officer at heath.isome@il.usda.g ov or by phone ( 217) 353-6617. STATEMENT OF WORK The Natural Resources Conservation Service in Illinois is seeking qualified firms to provide maintenance services for its' Wetlands Reserve Program (WRP), Emergency Wetlands Reserve Program (EWRP) and Emergency Watershed Protection Program - Floodplain Easement Program (EWPP-FEP) throughout the state. The maintenance services that we are seeking include, but are not limited to: mowing, removal of debris from water control structures, critical area seeding, minor earthwork repairs to wetland dikes, water control structural replacement, prescribed burning, timber stand improvement, aggressive/invasive species removal/control, signage, and re-planting/reseeding of vegetative practices. See Section B for ITEMS OF WORK and Section C for CONSERVATION PRACTICE STANDARDS. The purpose the services are to maintain the vegetative and structural restoration practices of our easements to insure they are functioning and progressing as planned. A performance based, multiple award, indefinite-delivery, indefinite-quantity contract is anticipated. Any contract resulting from this will have a one year base period from approximately March 1, 2012 through February 28, 2013 and the option to exercise up to four (4) one year option periods for a total of five years. The minimum the government will order is $1,000 in services, and the maximum is $100,000 in services in the base year, or any of the individual option years. PROJECT SPECIFICS 1. The start date for these services is estimated to be March 1, 2012 2. The contractor will carry out the duties required to complete the management work items identified in the task order for the USDA-NRCS easement sites. The contractor shall obtain all necessary local, state and federal permits/certifications that apply. 3. During implementation of the work items the contractor will: a) Maintain USDA contact with landowner; b) Ensure compliance with task order requirements; c) Complete work based on the timeframes agreed to in the task order; d) Contact the NRCS-COTR upon completion of the work per task order; e) Work with the NRCS-COTR contact in preparing and completing the application for payment and associated vendor information within 15 working days after completing the work. 4. The contractor will meet with the NRCS-COTR contact and the landowner prior to starting the activity. During this meeting the NRCS-COTR contact will brief the contractor and landowner on the management activity that will take place. 5. The contractor will check out and certify completion of the work. This certification will be provided to the NRCS-COTR prior to completing the application for payment. 6. The contractor will not complete any work activities on land they own subject to WRP/WREP easements while this contract is in force. 7. The contractor must provide a list of all land they own subject to WRP/WREP easements if awarded a contract. STATEMENT OF QUALIFICATIONS The NRCS is inviting individuals and organizations to submit information with statements of qualifications outlining their experience and qualifications to complete easement management activities as described above. If any of the activities described in this RFI require specific operator certifications, your application for that activity indicates you have the required certification to perform the work. Please indicate any special certificates held to apply any of the practices in this announcement. Successful respondents will: 1. Demonstrate the knowledge, skills, and abilities related to operating farm equipment including tractors, all-terrain vehicles, chainsaws, seed drill and sprayer calibrations, etc. which will include a description of past work experience and training. An example would be red card certification for prescribed burning. Another example would be holding a current and valid commercial pesticide applicators license. 2. full liability coverage for burning practices. WORK LOCATION The work specified in this solicitation is located throughout the State of ILLINOIS. Task orders will be grouped based on geographic location. See Section D ILLINOIS EASEMENT LOCATIONS (this also includes Grassland Reserve Program and Farm & Ranch Land Protection Program that would NOT be part of the RFI for Maintenance) INDEFINITE QUANTITY (a) This would be an indefinite-quantity contract for the supplies or services specified and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this RFI. (b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum." The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum." (c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations. (d) Any order issued during the effective period of a contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after the time period specified in the last issued task order. OPTION TO EXTEND THE TERM OF A CONTRACT (a) The Government may extend the term of this contract by written notice to the Contractor within 60 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years. Inquiries and all correspondence concerning this solicitation should be submitted in writing to the Contracting Officer. Offerors should contact only the Contracting Officer issuing the solicitation about any aspect of this requirement prior to contract award. EVALUATION FACTORS The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Capability: This factor will examine the firm's competence and experience in applying land management practices to restore, maintain, and improve the wildlife habitat quality on lands enrolled in WRP or WREP. This will include the firm's capability related to operating farm equipment including tractors, all-terrain vehicles, chainsaws, seed drills and sprayer calibrations. This also includes the firm's technical capability in implementing prescribed burning activities. 2. Personnel Qualifications: This factor will examine the firm(s) personnel qualifications, among the successful offerors, to implement a state-wide management program that has a current enrollment of approximately 88,030 acres. The firm(s)shall obtain all necessary local, state & federal permits and certifications necessary to perform the work in this solicitation. 3. Past Performance: This factor will examine and evaluate the firm's previous customers and contracts. Evaluation will be based on quality of service, timeliness, and customer satisfaction. Based on the scope of work and schedule of practices in this solicitation. NOTE: Past Performance is defined as information on a project similar to what is being requested showing the time period - start to finish with references. This would allow the evaluation team to know if the prospective offeror can perform the work. It is recommended that offerors submit letters of recommendations or documentation of ability to complete all work within contract performance. 4. Price: This factor will evaluate the government's ability to acquire the desired deliverables at a fair and reasonable price (FAR 15.402) and based on independent government estimate. The technical, personnel and past performance factors, when combined will be equal to the price factor.
