Description
THIS IS A SOURCES SOUGHT NOTICE AND IS FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE.The U.S. Environmental Protection Agency (EPA), Western Ecology Division (WED) National Health and Environmental Effects Research Lab (NHEERL), Corvallis, Oregon, has a requirement to furnish and install a Direct Digital Control System. The Direct Digital System is comprised of server, software and monitoring and control of boilers and chillers. A. MINIMUM GENERAL SPECIFICATIONSThe Contractor shall furnish all labor and materials to install the Direct Digital System. The contractor shall: - Install server with software which shall have unlimited points, all software options, server setup, and operator training; - Install communication cable to the various monitoring and control points of the boilers and chillers, cable shall be plenum rated random exposed where concealed and accessible and installed in EMT where exposed. Reuse of existing control valves; installation of routers and controllers necessary to monitor points; - Furnish engineering drawings, programming, complete color graphics, control system startup and commissioning; - Furnish graphical floor plans depicting the zones allowing point and click capability and incidental related work will be required. - Setup shall include 16 hours of on-site training on a Web based operating system and graphical user interface for up to six attendees. Training shall include manuals and training CDs. Other Pertinent Information:The associated NAICS code for this project is 332410, Primary Product Service Code 4420, Heat Exchangers and Steam Condensers.. The size standard associated with NAICS 236220 is $33.5 Million, which means that a company, including its affiliates, would be considered a "small business" if their average annual gross receipts does not exceed $33.5 Million for the past three years. All interested, capable, and qualified Small Businesses, including certified HUBZONE, 8(a), Service- Disabled Veteran-Owned, or Women-Owned Businesses are encouraged to reply to this market survey request by submitting a narrative demonstrating their experience in design-build construction projects of similar nature as described above. NARRATIVES SHALL BE NO LONGER THAN FIVE (5) TOTAL PAGES. Please only include a narrative for the requested information; additional information will not be reviewed. Responses to this sources sought announcement are to be sent via email to Debbie Lewis, Contracting Specialist, at lewis.debbie@epa.gov, no later than 2:00 PM Eastern Time on Wednesday, November 23, 2011. Please include the following information in your response/narrative: (1) Company name, address, and point of contact information; (2) Identification and verification of the company's small business status; (3) Descriptions of Previous Experience within the past three years on projects considered similar in scope to the proposed EPA project. Please include dates of work, references, project costs, and complexity of the projects; (4) A statement of the portion of the work that will be self-performed on this project, and how it will be accomplished. This market survey is to determine whether or not this project should be set aside for small business or a small business subcategory based on the responses received.
