Description
Solicitation for Matrix Tools to include the Standard Form 1449 and all clauses The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is issuing a combined synopsis/solicitation for Matrix Tools for the National Center for Explosive Training and Research (NCETR) - Redstone Arsenal AL located in 3750 Corporal Road Huntsville, AL 35898. The Government contemplates a single award Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for one base year and four option years using commercial item procedures under FAR Part 12 and 13.5. Proposals must reference synopsis/solicitation # DJA12RFP0006. If you intend to submit a proposal ensure all applicable blocks are completed on Standard Form SF 1449. Complete pricing in Section B for the base year and all option years. Complete all certifications and representations. Submit proposal (via e-mail is preferred but not mandatory) in accordance with the solicitation to include your past performance references. The contract will be awarded to the contractor that is considered technically acceptable with the lowest price. If contractors who submit proposals for the Matrix Tools are all considered technically acceptable (Based on Quality, Material, Construction etc.) and past performance then price will become the determining factor. Standard specifications are provided within Statement of Work under Section C. Further details and drawings must be requested directly to the Contracting Officer Jim Huff at James.Huff@atf.gov. Upon receiving the e-mail request the Contracting Officer will e-mail the detail specifications and drawings within twenty four (24) hours. All questions must be submitted by November 21st, 2011 no later than 3:00 PM Eastern Standard Time. No questions will be answered after this date. All questions and answers will be provided to all prospective offeror(s) via a formal amendment to the solicitation number DJA12RFP0006. All awards will be based on the following criteria for each Martix Tool they must be Technically Acceptable (Based on Quality, material, construction etc.), Company's Past Performance and Price. This is an all or none requirement. The two (2) Matrix Tools must be sent directly to the National Center for Explosive Training and Research (NCETR) - Redstone Arsenal AL located in 3750 Corporal Road Huntsville, AL 35898 attention Jon Mitchell no later than November 30th, 2011. All Matrix Tools will be sent back to the offeror if an award is not the final result based on submitted proposal and tools. With regards to Past Performance and pricing to include the completed Standard Form (SF)1449 the preferred method is via e-mail at james.huff@atf.gov no later than the same closing date November 30th, 2011 by 3:00 PM Eastern Standard Time. This combined synopsis/solicitation has incorporated provisions and clauses that are in effect through Federal Acquisition Circular 2005-53 part 2 last updated 08/04/2011. The following provisions and clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. The NAICS code is 333514. The award winner must be registered in the Central Contractor Registration (CCR) database to receive payment. If not already registered, register for CCR on-line at http://www.ccr.gov/. Vendor must be registered under the specified NAICS code at time of proposal submission.
