Description
NATO Clearance and Base Access: The work under this contract will be performed primarily on Turkish Military Installations The Turkish base commander controls base access; the contractor is responsible for obtaining installation passes, and ensuring that it remains qualified for base access. Offerors are required to hold NATO security clearances and must be approved for installation access from the Base Commander prior to award of Task Orders. The Government can consider failure to obtain Base Commander approval for Base Access as a failure to execute the work and terminate the Contractors right to proceed with the work under the Default clause of this contract. Solicitation documents (Request for Proposals and all other applicable documents) will be available on or about 29 November 2011, and the approximate due proposals (s ) due date will be 30 calendar days after issuance of the request for proposals. NOTE: These dates are subject to change. The proposals will be evaluated and award (s) shall be made utilizing Best Value Trade-off, source selection policies and procedures in accordance with FAR Subpart 15.3 SOURCE SELECTION. The solicitation will be issued in electronic format and will be posted to Federal Business Opportunities (FEDBIZOPPS) at www.fedbizopps. All potential offerors are responsible for downloading the solicitation from the websites provided. Potential offerors are responsible for checking the website(s) for any future amendments and downloading those amendments as they occur. No separate notice will be provided. The Government is not responsible for any loss of Internet connectivity or for an offerors inability to access the solicitation and applicable documentation posted at the referenced websites. All responsible sources may submit a proposal at their own cost. Important Tentative Dates: A pre-proposal Conference for this project is scheduled in Turkey for on or about 15 December 2011, exact time and location to be determined. This Pre-Solicitation Notice provides U.S. Army Corps of Engineers, Europe District intent to award two (2) or more firm fixed price (FFP) Indefinite Deliver Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for the purpose of providing repair, maintenance and construction services for U.S. Defense Facilities and other owned or leased facilities in Turkey. The majority of the work to be performed under the contract is to provide real property repair and maintenance, environmental work, force protection work, and construction services in Turkey. Use of the MATOC will provide the Government with a construction product delivery method that can accommodate quick and straight-forward projects, as well as complex products, helping to minimize design effort and related overhead expenditures and facilitate aggressive schedules. The Government will evaluate and select, for contract award at least (2) two qualified Offeror(s), whose proposal(s) are determined to be the most beneficial to the Government, with consideration given to both the technical evaluation factors and price. Task Orders issued under these MATOCs will primarily address new construction, design-build, general building renovation, road and pavement repair, and general environmental work including, but not limited to, incidental minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, and environmental remedial work. Contract Awards are anticipated for any work for US Forces and/or Facilities throughout Turkey. Estimated cost range of this project is approximately US $49,500,000.00 for the life of the contract, which will consist of one (1) base year period and two (2) option year periods. The contract will end upon completion of the three (3), one (1) year periods or upon attainment of the $49,500,000.00 capacity. Individual projects issued under the MATOCs will contain their own estimated values. The US Army Corps of Engineers, Germany will be the procuring office.
