- This is a combined synopsis/solicitation (M67004-12-A-0004) for commercial items prepared in accordance with the format outlined in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued. Quotes are being requested, and a written solicitation will not be issued. Establishment of a Five (5) Year Blanket Purchase Agreement (BPA) for preventative maintenance of the Liquid Scintillation Tri-Carb 2100TR at Blount Island Command, Jacksonville, Florida. Any BPA awarded under this solicitation shall have a term of five years (60 months) from the date of award or become complete once all purchases have reached the total purchase limitation of $150,000.00. The purpose of the BPA is to provide preventative maintenance, on demand repairs, and 24 hour response to Blount Island Command for the liquid scintillation courter Tri-Carb 2100. This solicitation document and incorporated provisions and clauses that are in effect through Federal Acquisition Circular 2005-53 and Defense Acquisition Circular 91-13. The applicable NAICS code is 811219. The FSC Code is 6665. This solicitation is being issued as a Request for Quotations (RFQ). This acquisition is an UNRESTRICTED procurement. The Service Contract Act is applicable to this requirement. The current applicable Service Contract Act Wage Determination is WD 05-2115(Rev-11). Description: Establish a Five (5) Year Blanket Purchase Agreement (BPA) for preventative maintenance for Tri-Carb 2100TR at Blount Island Command, Jacksonville, FL. Scope of Work: Contractor will provide preventative maintenance, including routine tune-ups, thorough cleaning and inspection of all operating functions. Contractor will provide on-demand repairs to the equipment if required. Instrument relocation assistnace will be provided if required. The equipment will undergo performance verification, installation and operational qualification, and calibration when the Contractor is on-site. Contractor will provide on-site user orientation, covering general operating procedures, software control, and basic instrument maintenance. Response time from request for services is required within a maximum 24 hours. The acceptable quality or performance level for the resultant contract is to ensure that the Tri-Carb 2100TR meets the standards of CSA, TUV, IEC1010 and CE93 at all times. Offerors shall submit a price quote for each of the CLINs listed herein. The subject line of all quotes sent via email shall read as: Quote for Tri-Carb 2100TR . I. PRICE PROPOSAL. Please see the Price Quote Sheet (attached) to be returned with the offer. The Price Quote Sheet shall provides a unit price for each of the specific line items. II. SITE OF PERFORMANCE All deliveries and work will be performed at the following location: Marine Corps Support Facility Blount Island Command 5880 Channel View Blvd. Jacksonville, Florida 32226 III. FAR PROVISIONS AND CLAUSES The following FAR Clauses apply to this solicitation. FAR 52.212-2, Evaluation - Commercial Items (JAN 1999): ADDENDA TO 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1.Prior Experience, The contractor shall provide with its offer documented experience of at least two (2) years of having successfully maintained a TriCarb 2000 Liquid Scintilation Counter. 2.Past Performance. Offerors shall provide past performance information for evaluation in accordance with FAR 52.212-1(b)(10). 3.Price. Offerors shall provide a price for line items 0001 4001. Determination of award will be based on the lowest-price offer from an offeror determined to be repsonsible in accordance with FAR Part 9. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
