Description
This is a Sources Sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The Naval Surface Warfare Center Panama City Division (NSWCPCD) is seeking information on shipboard fastening hardware concepts for use on skirt systems of U.S. Navy Hovercraft, such as Landing Craft Air-Cushion (LCAC). A LCAC skirt system is a flexible, rubber-coated fabric that captures pressurized air under the hull to reduce drag and provide amphibious capability. It is held together with over 1000 individual fasteners. While the current fastener system maintains high reliability, it requires a pneumatic tensioner device for installation and is difficult to remove for replacement of the skirt components. The desired system will utilize common hand tools for installation and removal to reduce maintenance and repair efforts, thereby increasing combat readiness and reducing life cycle maintenance costs. Two grip ranges are desired: 0.312-in to 1.250-in, and 0.750-in to 1.625-in. The fastener diameter should be 0.25-in for compatibility with existing systems. The weight of the systems should be kept to a minimum, as the subject craft is very weight sensitive. It is desirable that the vendor be able to provide the minimum tensile strength for the proposed fastener. Additionally, the components must be corrosion resistant and capable of use in the maritime environment. This announcement will serve as a first step for evaluating alternatives and supporting testing efforts planned for fiscal year 2012. This search is restricted to current, off-the-shelf approaches that could be acquired for immediate Test and Evaluation and future installation onboard a U.S. Navy Hovercraft. Responses to this announcement should include a technical description and detailed characteristics of the fastener system for use on the skirt system of LCAC or a similar craft. System descriptions should have enough information for the government to make informed decisions regarding the concept ™s applicability. Information submitted shall be marked with restrictive legends as deemed appropriate by the potential vendor. Data with restrictive markings will be handled in accordance with the restrictions thereto. Interested parties must provide paper submittals with copies on disks in MS Word or Adobe Acrobat format. The government will evaluate the submittals for their potential to provide an improved skirt system fastening system. Organizations that submit materials/designs, which are determined by the evaluation team as possessing significant potential for contributing to the solution of the fastening problem, may be provided an opportunity to demonstrate their system.
