- The Family of Concealable Body Armor (FoCBA) program will employ an evolutionary acquisition strategy through incremental development based on anticipating industry design upgrades to reach the desired objective capability of a single vest configurable to NIJ STD 0101.06 ballistic level III and NIJ STD 0115.00 stab/spike Level III protections depending on mission requirements. By using an incremental development approach the Government will insert technology toward the objective capability for ballistics Level III and edged blade/spike Level III stab protection based on a planned life cycle of five (5) to ten (10) years. The Army Contract Command - Aberdeen Proving Ground is seeking to award contracts in support of Product Manager- Soldier Protective Equipment (PM-SPE) for the Family of Concealable Body Armor program. This proposed procurement is Unrestricted. The Government intends to procure through FAR Part 15 Negotiation Procedures under NAICS 315999 with a small business size standard of 500 employees. This requirement will be competed on a full and open basis with the anticipation of making Five (5) awards for each type of vest (Type 1 and Type 2) under Step One; and Two (2) awards are anticipated for each type of vest (Type 1 and Type 2) under Step Two. The Government reserves the right to award multiple contracts. The Government's award decision will be made on a best value basis. The contracts will be firm fixed price definite contract for Type 1, Type 2 or both Type 1 and Type 2 vests. The contracts will contain an option for follow on Attribute testing if successful Key Performance Parameters testing is obtained. All responsible sources may submit a proposal which shall be considered by the agency. The solicitation will be provided in an electronic format, free of charge. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. Contractors' requests for this solicitation will be performed through ASFI (https://acquisition.army.mil/asfi/). Contractors must be registered in the Central Contractor Registration (CCR) database to be considered for award of a Federal contract. Information regarding registration can be obtained from the Business Partner Network site in the CCR link at https://www.ccr.gov/. Contractors are also required to complete online representations and certifications at the Online Representations and Certifications Applications (ORCA) portal at https://orca.bpn.gov/, prior to the RFP closing date.
