THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE DEPARTMENT OF THE ARMY, HEALTHCARE ACQUISITION ACTIVITY-NORTH (HCAA-N) TO AWARD A CONTRACT NOW OR IN THE FUTURE This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) under NAICS code, 621111, that have the capability, experience, and capacity to provide direct healthcare services in support of Northern Regional Medical Command (NRMC) Military Treatment Facilities (MTF). Background/Scope NRMC has a requirement for personal and non-personal services for physician healthcare providers (HCPs) for a five year period of performance estimated at $450M. The Healthcare Acquisition Activity-North (HCAA-N) intends to issue a single Request For Proposal and make multiple award contracts (MACs) for Direct Healthcare Provider Support Services. The contracts will be multiple award task order (MATO)/indefinite-delivery indefinite-quantity (IDIQ) type contracts. The Contractor shall provide direct patient care services inside MTFs, as well as logical extensions of the MTFs (e.g., Health and Wellness Centers) supported by the NRMC area of responsibility. The following is a list of potential MTFs: Keller Army Community Hospital, West Point, NY Guthrie Army Health Clinic, Fort Drum, NY Ireland Army Community Hospital, Fort Knox, KY McDonald Army Community Hospital, Fort Eustis, VA Womack Army Medical Center, Fort Bragg, NC Kimbrough Ambulatory Care Center, Fort Meade, MD Patterson Army Health Clinic, Fort Monmouth, NJ Kenner Army Health Clinic, Fort Lee, VA The HCPs will supplement the MTF's clinical staff (e.g., Department of the Army military personnel, Department of Defense (DoD) civilian employees or other contracted staff) in accomplishing its mission of providing direct healthcare services to eligible beneficiaries. Direct healthcare services may take the form of treatment, movement of patients, clinical evaluations, recommendations, advice, area and equipment preparation, and other clinical services to supplement the MTF's clinical staff. Capability Statement - Any potential offeror must demonstrate the following: The government will evaluate market information to ascertain potential market capacity, experience and capability in the following areas: 1) Discuss the feasibility and ability in recruiting and retaining physician HCPs at fill-rates at or above 90% within the 21 state NRMC geographical area. 2) Address your ability, experience and capacity to manage physician services specifically for this effort. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 3) Provide the following business information: a. DUNS b. Company Name c. Company Address (including point of contact, phone number and email address) e. Type/Size of company, NAICS code as validated via the Central Contractor Registration (CCR) The synopsis is for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. All information submitted in response to this announcement must arrive on or before the closing date.
