Description
The Army Contracting Command (ACC) - Rock Island, Rock Island Arsenal, IL, in support of the Office of the Project Director for Joint Products (PDJP) is conducting a market survey to identify qualified sources to produce the DSU-33D/B Proximity Sensor and the DSU-33D(D-2)/B Dummy. The DSU-33D/B Proximity Sensor is identified by DODIC: KY70, NSN: 1325-01-548-4634. The DSU-33D (D-2)/B Dummy is identified by DODIC: KY71, NSN: 1325-01-548-6644. The end user of these items is The Department of the Air Force. Item Descriptions: The DSU-33D/B Proximity Sensor provides a proximity function for the GBU-31(V)1/B(AF), GBU-31(V)2/B(Navy), GBU-32(V)1/B(AF), GBU-32(V)2/B(Navy and GBU-38/B Joint Direct Attack Munitions (JDAM) series weapons and general purpose bombs such as the M117 and Mk-80 series, having a 3.500-12 UN2B threaded nose fuze well and internal plumbing. The sensor shall be capable of initiation via the FZU-48B or FZU-55A/B turbine initiator or the Fuze Function Control Set (FFCS). These weapon systems have fuze systems such as the FMU-139/B, FMU-139A/B, FMU-139B/B, FMU-139C/B, and FMU-152A/B, which accept the Sensor proximity fire pulse for bomb detonation. The DSU-33D(D-2)/B Dummy must have the same diameter and shape of the production sensor and must have the capability of duplicating every action required during loading of operational munitions. This Dummy Unit must provide the identical electrical connectors, switches and external physical configuration as operational sensors. It must also have the same length, diameter and be within 10 percent of the weight requirements of the operational sensor. The Dummy Unit must be within two percent of center of gravity and be compatible with test equipment. It must also duplicate operational munition electrical aircraft interface connections and permit loading according to the same munitions loading technical order that is used for operational systems. Dummy Units should be properly marked and declassified. The Air Force version will be configured with the power cable. Flight worthiness is not required. The U.S. Government anticipates soliciting for offers for single award of a Firm Fixed Price (FFP), Base Year Contract with four (4) additional option years for Fiscal Years 2012 - 2016. Interested companies should respond by providing the Government a brief summary of the company's capabilities (a description of the facilities, personnel experience, quality system and past manufacturing experience) and their availability. If a respondent does not have adequate resources (tooling, manufacturing, engineering, personnel, etc) currently available, the respondent must be able to demonstrate their ability to obtain those resources without significant delay. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors the responses should clearly state which components or processes are being subcontracted and how the respondent plans on managing those vendors. If a respondent chooses to utilize foreign suppliers the responses should clearly state which component or processes they are planning on subcontracting and the country of origin. Companies should provide estimated minimum and maximum monthly production quantities, and give recommendation for most economical quantities after a base year award. A Rough Order of Magnitude (ROM) is requested for the base year quantity, which is expected to be approximately 1000 each. The drawings are distribution statement D and are export control. You will need to provide your Joint Certification Program certification form. The person requesting the drawings must be the person that in listed on the JCP certification form. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. All submissions are requested to be made electronically and shall be submitted no later than 29 November 2011. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED.
