Description
Amendment 4 : This Amendment extends the RFI one week to 21 November 2011. This also extends the date for submittal of the letter notifying of destruction of data to 22 November 2011. Amendment 3: This Amendment extends the RFI one week to 14 November 2011. Amendment 2 : Please note that copies of the PinPoint Test Routine Development Requirements & Protrack Test Routine Development Requirements can be obtained by contacting the Contract Specialist. See changes in BOLD. However, also, read this Amendment 2 in its entirety for instructions and rules on obtaining data for this requirement. Please note this is not a Request for Proposal this is a Request for Information (RFI) only. There is no solicitation package available. Respondents are notified that a formal solicitation MAY NOT necessarily result from this RFI. Any comments provided may or may not be included in a formal solicitation. 1. Description This Request for Information (RFI) is a mechanism for obtaining feedback from industry in regard to the requirements stated below, for information and planning purposes. Interested, qualified parties that can address some or all of the requirements addressed herein are encouraged to respond and to provide as much of the information requested below as possible. The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst is seeking qualified sources that are capable of developing Test Routines (TRs) to enhance Fleet capabilities for Circuit Card Assembly (CCA) diagnostics Module, Test and Repair (MTR) at the Fleet Repair Centers maintenance level. TRs are diagnostic troubleshooting routines that enable the technician to fault isolate down to the component level. TRs may be developed using either one or both of the diagnostic MTR stations described in this RFI. The US Navy currently utilizes two (2) diagnostic tester platforms: AN/USM-676(V), PinPoint IIR Test Set and AN/USM-674(V) Huntron Protrack I Model 20. NAWCAD Lakehurst is seeking qualified parties to develop TRs to run on the either one or both of the diagnostic tester platforms. As part of this effort, NAWCAD Lakehurst requests information on the following: 1. AN/USM-676(V) Military TRs developed in accordance with (IAW) NAVAIR 16-30USM676-1, PinPoint Test Routine Development Requirements. Military TR development is accomplished using Diagnosys TestVue software version 3.25.09 or later and Government off the Shelf (GOTS) software Module Test and Repair (MTR) Suite version 4.2.0. 2. AN/USM-676(V) commercial TRs developed IAW best commercial practices using Diagnosys TestVue software version 3.25.09 or later. 3. AN/USM-674(V) Military TRs (also known as "Gold Disks") developed IAW NAVSEA ST821-AG-PRO-010, MTR Gold Disk Test Routine Development Requirements Manual. Copies of the Protrack Test Routine Development Requirements can be obtained by contacting Ms. Desiree Pendleton (see below contact information). Military TR (Gold Disks) development is accomplished using GOTS software that includes Huntron Workstation for Windows Military Version 3.5.2.1 and MTR Suite Version 4.2.0. 4. AN/USM-674(V) commercial TRs developed IAW best commercial practices using Huntron Workstation Software. Other areas of interest are as follows: Summary of past and present experience on the following: - Test Routine Development o PinPoint IIR o Protrack I Model 20 - Electronic systems/subsystems - CCA complexity - Equipment (quantify/type) at your facility used for TR development 2. Submission Directions All interested parties should send company and/or descriptive literature as well as any comments or questions to Ms. Desiree Pendleton, e-mail: desiree.pendleton@navy.mil, fax: (732) 323-2155 or address: Naval Air Warfare Center Aircraft Division, Contracts, Code 25213DP, Hwy 547, Lakehurst, NJ 08733-5082 All responses should be received no later than 4:00 PM EST, 07 November 2011. All questions and comments must be in writing, no telephone calls. All contractors seeking award must be registered in the Central Contractor Registration (CCR) Database. For CCR information, contact the CCR Registration Assistance Center (RAC), at 888-227-2423 or for CCR registration at: http://www.ccr.dlis.dla.mil. Respondents are hereby notified that non-government participants under contract to the Government will have access to all responses. The non-government participant is an employee of Technology and Management International, LLC (TAMI) under contract to the Government. They will serve as technical advisors to the Government and will be authorized access to only those portions of the RFI data and discussions that are necessary to enable them to provide specific technical advice on specialized matters or on particular problems. All non-governmental personnel have signed certificates of non-disclosure and certificates disclosing any potential financial conflicts of interests, or their equivalent documents. In addition, contract clause 252.227-7025 is included in the TAMI contract referenced above.The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Note : The above Technical data made available on CD-ROM disk(s) to respondents intending to provide information as the prime offeror shall be handled as follows: Distribution of such data shall be the responsibility of the organization that was granted access and shall be limited to a "need to know" basis. All guidance contained herein with regard to handling, distribution and destruction of the data shall be flowed down to all team members, partners, subcontractors, suppliers and vendors having access to the data. Those who take receipt of any portion or all of the data shall comply with all laws, export controls and distribution statements associated with the data contained on the CD-ROM disk(s). All potential respondents must request the data, which will be provided via traceable shipment of the CD-ROM disk. Periodic updates may be provided to the potential respondents if required. All requests for data must be in writing and must contain a certified copy of DD Form 2345, Militay Critical Technical Data Agreement.
