RFI Questionnaire DRAFT Equipment and Supply list DRAFT Lab Analysis PWS DRAFT Lab Collection PWS THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this for market research purposes only. If a formal solicitation is released, it will be via the Federal Business Opportunities (http://www.fbo.gov). The Government shall not reimburse the costs of preparing responses to this request for information. ________________________________________________________________________ CBRN currently has a requirement for Laboratory Collection and Analysis services that provides biological monitoring to protect the facilities and personnel of the Pentagon and other DoD affiliated entities. The current contract is driven by the number of samples. The sample pricing is loaded with equipment maintenance, Full time equivalents (FTE) and supplies. Although all components are related to the success of the mission, the cost realism of the samples are not captured. The Government is seeking to recompete the expiring laboratory analysis and collection requirement currently performed by MRI under requirements contract number HQ0034-07-D-1009. All FTEs performing on this effort require at a minimum a SECRET Clearances. The Government desires to restructure the existing requirement. In efforts to execute this requirement, the Government intends to separate the laboratory sample collection/ anaylsis and equipment maintenance from the supplies required for the mission. The Government solicits responses to this notice from all sources to include small businesses (including small businesses in all socio-economic categories) teams, and joint ventures. The purpose of this sources sought is to request feedback from industry about capability of accomplishing this requirement as follows: Option A: Split Services and supplies This option puts the analysis, collection and equipment maintenance on a single contract then procuring the supplies for the lab as a Blanket Purchase Agreement (BPA) or Indefinite Delivery/Indefinite Quantity (ID/IQ). Contract #1: New Analysis/Collection CLIN Structure Contract: 0001 Laboratory Analysis-This CLIN will focus on the FTE required to analyze the projected samples. The contractor would propose number of FTE and hourly rates / contract years 0002 Laboratory Collection-This CLIN will focus on cost to pick-up/deliver samples to designated location. 0003 Equipment Maintenance- This CLIN will focus on the required maintenance performance by authorized vendors to maintain system operation in compliance with the applicable ISO standards. Contract #2: New BPA or ID/IQ Structure Contract: This contract will be competed amongst prospective contractors to provide competitive pricing for the list of supplies required for the operation of the CBRN laboratory. After award, Calls/Orders will be placed against BPA or ID/IQ for the supplies. The orders could be executed by the COR (if the order value is under $3,000) then AD executes all order above $3,000 OR AD could execute all order against the BPA or ID/IQ. The expected delivery turnaround for supplies would be a least 7 days. Option B: Create 3 separate contracts This option allows each requirement to stand alone. Contract #1: Analysis/Collection Contract #2: Equipment Maintenance Contract #3: Laboratory Supplies
