Description
Sources Sought. This is the public notice for acquisitions over $10,000. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), located in Miami, FL intends to issue a fixed price type contract for services to distribute sea turtle tags and management of Cooperative Marine Turtle Tagging Program (CMTTP). The period of performance of the base year will be 4/1/2012 through 3/31/2013, with 4, 12-month option years, making the anticipated performance period of the contract effective through 3/31/2017. It is the Government's intent to award a contract on a sole source basis to the University of Florida, Gainesville, FL. Until April 1999 there were two sea turtle tag distribution and archival centers for the Western North Atlantic: NMFS Southeast Fisheries Science Center (SEFSC) and the University of Florida Archie Carr Center for Sea Turtle Research. The Archie Carr Center distributed tags to many collaborators in all areas of the world since 1955, having distributed over 200,000 tags. They have established an internationally known database system and communication network. Individuals of that network communicate throughout the world with local fishermen and other citizens and help to arrange for the return of tags from captured turtles. NMFS had maintained its CMTTP since 1980 and had distributed about 100,000 tags. In April 1999, NMFS consolidated its database with that of the Archie Carr Center, transferring funds to the Center to support the purchasing of tags and for managing the consolidated database. The purpose of this acquisition is to support the consolidated activities of the two groups. This service eliminates the duplication of necessary infrastructure, saving federal dollars, and minimizes the duplication of tag identification numbers among programs and confusion associated with returning recovered tags to two separate entities. Services include but are not limited to: The purchase and distribution of tags and applicators according to NMFS/CMTTP tagging protocol (http://accstr.ufl.edu/cmttp:html); Recovery costs of tags and applicators from organizations requesting tags, when possible; Maintain database for tag distribution records and webpage for tag distribution inventory (http://accstr.ufl.edu/taginv.html); Archive, as hard copy or electronic files, all tagging data submitted by the cooperating tagging programs; Maintain the databases for tag releases; Maintain the databases of recovery records from recaptured turtles; Continue to reorganize and improve database structure to facilitate use by NMFS SEFSC; Disseminate data to "data owners" (per CMTTP policy) as requested; Facilitate the sharing of tagging information among researchers; Provide NMFS SEFSC Lab with access to the databases; email NMFS SEFSC updated database files on request; Maintain the CMTTP webpage (http://accstr.ufl.edu/cmttp.html); Provide annual summary of activities. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the Authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement. This sources sought is not a request for competitive responses. However, all responses received within seven calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and sufficient information that describes or demonstrates the firms knowledge of the CMTTP and its policies; provides a discussion on the firms experience that demonstrates its capability for maintaining a database for tag distribution, records and inventory; a plan for transferring data, loading data and maintaining a database for tag distribution, records, and inventory. Interested firms shall describe their ability to disseminate data and facilitate the sharing of tagging information among researchers. Only affirmative responses to this notice will be evaluated to the extent necessary for the Government to determine whether it is feasible to conduct a competitive acquisition considering demonstrated knowledge and experience. Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required services as stated herein. If no affirmative responses are received, the government intends to award a contract to the University of Florida. DOC, EAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
