Description
United States Transportation Command Request for Information Global Privately Owned Vehicle (POV) Contract (GPC III) The United States Transportation Command (USTRANSCOM) is conducting a market research survey in order to effectively identify the capabilities of small businesses, existing entrants, and new entrants into Federal contracting, available in the market place for meeting the requirements of GPC III. The information being requested will be used within the Department of Defense (DOD) to facilitate decision making and will not be disclosed outside the agency. This is a Request for Information (RFI) only and does not constitute a request for a proposal nor commit the Government to make purchase of any supplies or services now or in the future. The information sought and provided will be used for planning purposes only (FAR 52.215-3). In addition, all documentation or information marked proprietary will be handled in accordance with applicable Government regulations. Please be advised that all submissions become property of the Government and will not be returned. I. INTRODUCTION USTRANSCOM is seeking information to determine the availability and technical capability of the business community to provide complete logistics of transportation and storage services of Privately Owned Vehicles (POVs) belonging to U.S. service members and DOD civilian employees worldwide. The overall scope of this program is to provide for the receipt, processing, transportation, storage, and delivery of vehicles at Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations worldwide. Services include operating multiple vehicle processing centers (VPCs) in CONUS and OCONUS to receive/deliver customers' POVs, preparing POVs for shipment, and ensuring all necessary agriculture and customs clearances are accomplished; arranging for and/or providing ocean and inland transportation of the POVs between VPCs and other designated locations; providing information on the status and location of POV shipments as well as other program information; resolving POV loss and/or damage claims with customers, and with the Government; and storage to include maintenance of POVs. Please provide your rationale. 8. How are your commercial contracts for these services normally priced (i.e. monthly service fee, per hour, per unit, firm fixed price, reimbursable, etc.)? Please be specific. 9. Does your company currently have a DCAA approved accounting system? How much experience has your company had with management of cost-type contracts? If your company is considering priming this contract and is required to perform at least 50 percent of the work, how would work beyond in-house capabilities be handled? 10. Normally, what type of contract performance incentives are offered for this type of effort (cost-plus-incentive fee, award term incentive, etc.) Please explain. 11. What is your preferred lead time between contract award and performance start? What contract transition activities do you anticipate and how long of a transition period is required? 12. What is the normal contract period of performance for this type of effort (2 year base period, 3/4 option years, etc.) Please explain. B. General Capabilities. Please note that experience refers to complexity as well as longevity. 1. Explain your understanding of the global movement of Privately Owned Vehicles (POV), utilizing the Defense Transportation System (DTS) and other valid Transportation Systems. 2. Briefly provide your background on providing customer service to DOD military members and civilian employees. 3. Explain your familiarity with the Joint Federal Travel Regulation, the Joint Travel Regulation, the Defense Travel Regulation, the Personal Property Consignment Guide, the Universal Service Contract, and customs regulations and policies. 4. Provide a resolution, or resolutions, to POV loss and/or damage claims. 5. In detail, address the process you would use to provide information on the status and location of POV shipments as well as other program information? 6. What is your experience in arranging for and/or providing ocean and inland transportation of POVs between Vehicle Processing Centers (VPCs) and other designated locations? 7. Explain your capabilities to operate multiple VPCs at Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations worldwide. 8. Explain your capabilities, in detail, with notifying DOD customers of VPC vehicle arrival and pick-up. 9. Provide information on your capabilities to store vehicles, procedures for maintaining vehicles while stored, and repairing vehicles requiring repair while in storage. 10. Explain your capabilities for providing reports associated with missed required delivery dates, invoicing, POV shipments processed, POV shipments stored and any other reports required on an as needed basis. 11. Provide information on your corporation's overall experience level from corporate personnel to VPC personnel. III. RFI FORMAT The format for submittal of your RFI is as follows: 1) Pages shall be numbered and have the following characteristics: 8-1/2 x 11 format, single sided, double spaced, one inch margins, font size 12. 2) Title page (limited to one page only) shall be clearly labeled "RESPONSE TO REQUEST FOR INFORMATION." It shall include the date of submission, RFI response title, respondent's administrative and technical points of contact along with telephone and facsimile numbers, electronic mail address, and shall be signed by an authorized officer. 3) Excluding title page and bibliography/reference, the response is limited to fifteen (15) pages maximum. Pages included over the allowable maximum may not be reviewed. IV. RESPONSE REVIEW Any information submitted with your response that you do not consent to limited release must be clearly marked and segregated from other response material. Response to this RFI or lack thereof does not constitute any obligation on the Government to pursue a follow-on effort, in part or whole, with specific vendors or otherwise. V.
