Description
This notice does NOT constitute a request for proposal, request forquote, or invitation for bid. The intent of this notice is to identifypotential offerors for an upcoming solicitation that will be advertised asfull and open competition. This Job Order Contract (JOC) will provide for all labor, materials,equipment, and other incidental work required to perform simultaneousconstruction, repair, and alteration at Naval Station Activity, Souda Bay(NSA SB), Crete Greece which is serviced by Naval Facilities EngineeringCommand EURAFSWA. The contract duration consists of a one-year base periodand two one-year option periods. The Not-To-Exceed amount for the life ofthe overall JOC vehicle is ?19,500,000. Projects will utilize either the R.S. MEANS to select the pre-priced itemsrequired to perform the work, or composite labor rates for specialized,skilled and unskilled desciplines. The method of proposal will bedetermined by the Government and stated in Task Order Request for Proposal(RFP). The contract solicitation will provide for the contractor to submit aschedule of coefficients that will be applied toward the price of the items.Task orders will be firm fixed price with a task order minimum of $2,000 anda task order maximum of $1,000,000. Award will be made to the responsible offeror whose proposal conforms to theRequest for Proposal, will be most advantageous to the Government, price andnon-price factors considered, and represents the best value to theGovernment. Technical evaluation factors include Past Performance, CorporateExperience, and Management Approach. The North American IndustryClassification (NAICS) Code is 236220. The NAICS size standard is$33,500,000. The selected contractor will receive requirement packages and,through interface with Government personnel and the contracting community,and jointly develop biddable, enforceable Scopes of Work. This solicitationwill be available in electronic format only. Documents will be in the AdobeAcrobat PDF file format via the Internet. The free Acrobat Reader requiredto view the PDF files can be downloaded from the Adobe website. The Requestfor Proposal (RFP) Solicitation will be posted on or about 04 Feb 2012 tothe Europe Navy Electronic Commerce Online (EuroNECO) website. The official access to the solicitation is at https://euro.neco.navy.mil/. In accordance with provisions of DFARS 252-204-7004 REQUIRED CENTRALCONTRACTOR REGISTRATION, offerors must be registered in the CentralContractor Registration (CCR) database. Lack of registration in the CCRdatabase on the part of the offeror will make an offeror ineligible foraward. This solicitation is unrestricted. Solicitation N33191-12-R-0210 is an Indefinite Delivery Indefinite Quantity (IDIQ) JobOrder Contract (JOC). The solicitation is planned to be posted on or around05 Feb 2012. The contract term will be a base period of one year plus two option years.If the Government does not award a follow-on contract in time, theGovernment may require the Contractor to continue performance for anadditional period up to six months under the Option to Extend Servicesclause. This contract will replace a contract for similar projects awarded in 2008for a not-to-exceed amount of ?20,000,000. The 2008 award was for abase-plus-four-option-year contract period as opposed to abase-plus-two-option-year contract period. The solicitation utilizes source selection procedures which require offerorsto submit a technical proposal, past performance and experience information,and a price (or cost) proposal for evaluation by the Government.
