- THIS IS A PRE-SOLICITATION NOTICE FOR SANDIA NATIONAL LABORATORIES IN ALBUQUERQUE, NEW MEXICO AND LIVERMORE, CALIFORNIA. This Request for Information (RFI) is part of a market research effort to identify mobile biometric products suitable for testing through National Voluntary Laboratory Accreditation Program (NVLAP) accredited test laboratories. Sandia is chartered to support NVLAP testing through an Interagency Agreement with the Department of Homeland Security Science and Technology Directorate's Human Factors and Behavioral Sciences Division. Sandia is seeking sources capable of providing handheld biometrics collection devices for use by Federal, State, and local Law Enforcement and 1st Responders in the performance of a range of homeland security missions. These missions include, but are not limited to, border and maritime security, emergency response, counter-terrorism operations and activities conducted in partnership with other Federal, State, local and tribal agencies. These products must be able to acquire and match 10 fingerprints, facial and iris images of persons encountered in the conduct of homeland security operations with the capability of communicating directly with homeland security and criminal justice data repositories using wireless technologies. The handheld biometrics collection devices shall: 1 Capture 10 flat digital fingerprint images. 2 Capture digital facial images. 3 Display fingerprints during capture process. 4 Auto-capture fingerprint(s) based on quality. 5 Create EBTS record conforming to the latest versions of the mandated specification for each user agency 6 Meet variable matching qualities of facial image capture. 7 Meet matching standards of iris images. 8 Perform standard fingerprint image compression, extraction image, quality detection and image cropping to create and Electronic Fingerprint Image. 9 Assess and optimize facial image quality at time of capture. 10 Assess and optimize iris image quality at time of capture. 11 Captures all data for the EBTS record in less than 1.5 minutes. 12 Performs all functions (including digital fingerprint scans and facial photos) in a range of environmental conditions (20 - 120 degrees F, relative humidity up to 100%, rain, direct sunlight, and near darkness as experienced in night operations, humidity transition (from 20% to 100%), thermal transition (from 60 to 120 degrees). 13 Is handheld, battery powered, hot-swappable (supporting a minimum of 5 hours of continuous operation) and operate independently from a laptop of desktop computer 14 Is usable in adverse environments with significant vibration and noise. 15 Withstands fall of 5 feet (MIL SPEC 810F) 16 Functions in direct sunlight and darkness. 17 Operates with covert alert options. 18 Weighs no more than 3.75 lbs 19 Is GOTS or COTS product. 20 Capture wet or dirty fingerprints. 21 Acquires facial images beyond 10 feet. 22 Acquires iris images up to 2 feet. 23 Log (date, time, location) all operations performed 24 Encrypts files and capable to do so specified by the AES-256 standard 25 Capture additional data (in addition to biometric data) that is configurable and may include information such as an ID number. 26 Can be operated by single user using only one hand. 27 Auto-saves all data prior to shutting off due to power failure. 28 Captures and stores EBTS records 29 Searches fingerprint, face and iris templates stored on the unit. 30 Transfers all information from device to workstation through active synch or other hardware means. 31 Meets 4G wireless transmission standards. 32 Operates in in emergency operations using SATCOM or other emergency communication lings. 33 Starts up in less than 30 seconds. 34 Is warranted for minimum 2 year warranty Statements addressing the above capability areas shall be limited to ten (10) pages, including a completed copy of the table above, and must include the business size with regard to NAICS 334119. INFORMATION COLLECTED THROUGH THIS ANNOUNCEMENT WILL BE REVIEWED BY INDIVIDUALS FROM THE US GOVERNMENT AND ITS CONTRACTORS. NOTE: NON-GOVERNMENTAL PERSONNEL WILL BE REQUIRED TO SIGN NON-DISCLOSURE AGREEMENTS (NDA) PRIOR TO REVIEW OF RFI RESPONSES. This RFI is issued for information and planning purposes only and does not constitute a Solicitation. In accordance with FAR 15.201(e), responses to this RFI are not offers and will not be accepted by the U.S. Government to form a binding contract.
