- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for a commercial supply, a Instron Single-column table-top tensile test system, prepared in accordance with the format in FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. This requirement is being solicited as a total small business set-aside. A firm fixed price purchase order will be awarded. This requirement is categorized under NAICS: 334120 and has a Small Business size standard of 500 employees. This requirement is for a Brand Name or Equal. Or equal quotations shall include manufacturer, part number, warranty, and sufficient saliant information to clearly depict the product as or equal. Award will be made to the quotation which offers the best value to the government. The Government also reserves the right to make no award at all. The Department of the Army, Healthcare Acquisition Activity- North has a requirement to purchase: DescriptionPart NumberQuantity Instron, Single-Column Table-top #59431 Tensile Test System The above requirement shall meet all of the following salient characteristics: -Shall have a load weighting system that meets or surpasses the ASTM E4, BS, 1610, DIN 51221, ISO 7500-1, EN 10002-2 and AFNOR A03-501 standards. -The strain measurement system shall meet or surpass the ASTM E83, BS 3846, ISO 9513, and EN 10002-4 standards. -Shall have a control panel with Live Display, soft keys, and speciman protect. -Shall have high-stiffness and precision alignment from a linear bearing and integrated column and design. -Shall have ethernet interface to the workstation for communication with a laptop or PC. -Shall have digital electronics. -Shall have a small physical footprint. -Shall have up to four tranducer control channels. -Shall have grip control. -Shall have a test cam for video recording. -Shall have a T-slot table for mounting components. -Shall have software for test control, data acquisition, and reporting,(windows 7/ XP compatible). -Shall include a HP PC- Compaq business desktop dc7800 with Intel 2 core duo E6550 2.33GHz, 2 ethernet ports, 1 GB DDR2 SDRAM, 80 GB ATA Hard Drive, 48x32 CDRW/DVD, HP ADD2 SDVO PCIe DVI-D Graphics card, 3 PCI expansion slots, 1 serial port and 1 parallel port, minitower chassis, HP standard keyboard, HP 2 button optical scroll mouse, internal chassis speakers, 19 inch flat panel LCD monitor, windows 7 operating system, 100/120 VAC. Installation shall be included and provided by a certified technician at Lackland AFB, TX. In order to comply with ASTM E4 standard, force verfication must be performed at installation. Initial system training shall be provided after completion of installation. The entire system shall be warranted for 1 year from the date of acceptance, and shall include technical support(telephone & unlimited software upgrades). Shipping shall be FOB destination and included in your quote, and delivery is to be completed 8-10 weeks are the receipt of the award.
