- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Simplified Acquisition Team intends to negotiate on a sole source basis with The University of Hawaii Systems. using the procedures in FAR Parts 6 and 13. The NESDIS, Ocean Research and Applications Division, has a requirement for MOBY Shore support at the University of Hawaii Marine Center. The Marine optical Buoy is a 45 foot long, 2000 lb. delicate, precisely calibrated, optical buoy continuously deployed off the Hawaiian Island of island of Lanai. It is critical that the facility used to build, calibrate and maintain the MOBY instruments be directly adjacent to the ship so the instruments can be rolled out to the ship by hand and craned onto the ship. The current MOBY and future similar optical buoy systems are maintained and calibrated on the dock area directly next to berthing areas for University of Hawaii research vessels used for routine deployments to the Lana'i location. To achieve the required adjacency to vessel deployment operations NOAA erected a semi-permanent structure on the UMC premises in 1993 (the MOBY tent. In addition, UMC will continue to make available a portion of the marine center facility (approx 18,000 sq ft) on which the MOBY project has erect. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 611310, 6.5 million small business size. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Amy.Sanderswhite@noaa.gov by November 28, 2011, 10:00 a.m. local time. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-54. The determination to compete or not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
