Description
CPSC Federal Requirements Crib Requirements This is a Request for Information (RFI). Headquarters Air Force Services Agency (HQ AFSVA) is seeking sources and pricing for U.S. Consumer Product Safety Commission (CPSC) industry standard Cribs, Fire Evacuation Cribs, Crib mattresses and Crib sheets for Air Force Child Development Centers (CDC) worldwide. The AFSVA owns and operates CDCs across 80 installations worldwide. HQ AFSVA must comply with the CPSC's June 28, 2011 federal requirement for overall crib safety. HQ AFSVA understands that any number/price provided by vendors will be a best estimate based on the limited information provided. The products should meet the required standards identified below: Crib Requirements • All cribs, crib mattresses, and sheets must meet or exceed American Society for Testing and Materials ( ASTM), United States Consumer Product Safety Commission (US CPSC), Air Force (AF), and Caring for Our Children: National Health and Safety Performance standards guidelines for Early Care and Education All cribs must meet the American Society for Testing and Materials ( ASTM) F1169-10a F406-10b Standard Consumer Safety Specifications for Non-Full Size Cribs or the Consumer Product Safety Code (CPSC) 16 CFR 1220 and 1500-Safety Standards for Full-Size Baby Cribs and Non-Full size Baby Cribs; Final rule. Caring for Our Children: National Health and Safety Performance Standards ; Standard 5.4.5.2 • Each crib must be identified by brand, type, and or product number and relevant product information should be kept on file (with the same identification information) as long as the crib is used or stored in the facility. Caring for Our Children: National Health and Safety Performance Standards ; Standard 5.4.5.2 • Cribs must be made of wood, have clear ends, smooth plastic teething bars, and have a warranty. • The size of the cribs must meet the minimum size; however, cannot exceed the maximum size range 36"- 42"L x 25" 28"W x 36"-40"H • Crib slats should be spaced no more than 2 3/8" apart. Caring for Our Children: National Health and Safety Performance Standards ; Standard 5.4.5.2 The minimum height from the top of the crib mattress to the top of the crib rail must be 20" or greater in the highest position. Caring for Our Children: National Health and Safety Performance Standards ; Standard 5.4.5.2 • Cribs and crib mattresses must have non-porous, easy-to-wipe surfaces. Caring for Our Children: National Health and Safety Performance Standards ; Standard 3.3.05 • The cribs will not have post extensions and no cutout openings in the head board or footboard in which a child's head could be entrapped. Caring for Our Children: National Health and Safety Performance Standards ; Standard 5.4.5.2 Crib Mattresses • Crib mattresses must be firm and tight fitting so no more than two fingers can fit between the mattress and the crib side in the lowest position. Caring for Our Children: National Health and Safety Performance Standards ; Standard 5.4.5.2 • Crib mattresses must be made specifically for the size crib. Caring for Our Children: National Health and Safety Performance Standards ; Standard 5.4.5.1 • Crib mattresses will be foam. • The depth of the crib mattress may never be greater than 6". The depth can range between 3-6" • The mattress support system must not be easily dislodged from any point of the crib by an upward force from underneath the crib. Caring for Our Children: National Health and Safety Performance Standards ; Standard 5.4.5.2 Fire Evacuation Cribs • Must meet the same standards above for cribs and crib mattresses • Each crib must have a minimum of four-inch (100 mm) diameter wheels for emergency evacuation. (UFC 4-740-14, 5-12.1) AFSVA is seeking to obtain a CPSC compliant product to meet the requirement and a price estimate for this solution. THIS ACTION WILL NOT RESULT IN A CONTRACT AWARD.
