- RFI-111411-002 - Emergency Management Common Operating Picture (COP) Software/Systems The Pacific Northwest National Laboratory is seeking information from companies, educational institutions, research and development laboratories (public and private), or other sources about commercially and government available software (COTS/GOTS) or near-commercial technologies that may be used for emergency management common operations picture capabilities at Government installations. This sources sought is part of an overall strategy to identify the next generation of Common Operating Picture Software/Systems (COPSS) for fielding in FY 2012. The information obtained by this sources sought will be included in a market study. We are interested in information on software/systems that would be usable for integrating with multiple COPS vendors to provide a layered emergency management approach to COP. Specifically, we are looking for information regarding the expected technical capability and effectiveness of currently deployed software packages/systems with respect to proven capability to integrate with other vendors and an example as to where this capability has been deployed. Operational issues, specifically mean time between failure rates, security, availability, scalability, and interoperability, are of particular interest. Other issues that might impact operations, such as IA requirements, network approvals, updating of software (timeliness and costs), reliability and robustness, training requirements (must not require extensive user training), and health and safety issues are also of interest. Of key interest is the ability, of the software, to pass on information from the incident site, incident command post and emergency operations centers internally and to transmit specific information externally when required. This information would consist of the below listed software's/systems' capabilities. These capabilities could include but not be limited to the following: •Situation Awareness •Models to Support Decision Making •Interoperability and Integration with Mass Notification Systems i.e. Giant Voice, Telephone Alert Systems, and Network Alert Systems •GIS (Geographic Information System) •Scalability •Certification or Approval (IA and otherwise) •Alignment with Homeland Presidential Directives (HSPD) 5 & 8 •Interest is also in both desktop and laptop software versions, if applicable.
