- Capable sources are sought to provide a Multi-Channel Microwave Radiometer for the Air Force Research Laboratory (AFRL) Rome Research Site (RRS) Rome, NY, 13441. This is a Sources Sought Notice and not a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided to the Government as a result of this Sources Sought Notice is voluntary. Responses will not be returned. No entitlement to payment of any costs to the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from responses to this notice may be used in the development of an acquisition strategy and future solicitation. The Air Force is considering whether to set-aside this contemplated Firm Fixed Price (FFP) acquisition for 8(a), HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), Woman Owned Small Business (WOSB or EDWOSB), or Small Business (SB) sources. If adequate responses to this Sources Sought Notice are not received, the acquisition may be solicited on an unrestricted basis. This Sources Sought Notice is for planning purposes only. The applicable NAICS code is 334515 with an associated small business size standard of 500 employees. This requirement is for a Liquid Water Path (LWP) Multi-Channel Microwave Radiometer with Installation and Training. This is a highly specialized piece of equipment with specific frequency range measurement settings and other unique capabilities. The required radiometer shall be a multi-channel microwave radiometer with channels at 72.5 and 82.5 GHz with additional channels at nominally 23 and 31 GHz, and which acts as standalone system for automated use in nearly all environmental conditions (-40 degrees Celsius to 45 degree Celsius). The instrument shall have operating software for local and remote operation, as well as storage and manipulation of data. The instrument shall have internal retrieval algorithms that calculate the integrated liquid water vapor and liquid water path amounts, and have fully programmable steer-ability including an azimuth positioned to allow for 0 to 360 degrees of rotation. This equipment will be used to conduct meteorological experiments. NOTE that this description is for the purpose of general information only and is not intended to include nor describe every feature or to define the requirement completely. The estimated delivery time will be 2 months after receipt of order (ARO). All interested firms are invited to respond. Responses must include: 1. Positive statement of your interest in submitting a proposal for this solicitation (if one is issued) as a prime contractor; 2. Technical description, including specifications and physical, functional, and performance characteristics, of the products your firm could provide to fulfill this requirement. 3. Evidence of experience within the past three years of providing products, including installation and training, similar to that described in this notice. 4. Past performance information for work cited above to include contract numbers, project titles, dollar amounts, current points of contact, and telephone numbers; and 5. Documentation of current 8(a), HUBZone, SDVOSB, WOSB, or SB status such as SBA certification letter or other evidence. All responses must be submitted in sufficient detail for a decision to be made on an 8(a), HUBZone, SDVOSB, WOSB, or SB set aside. Failure to submit all information requested may result in a contractor being considered ‘not interested' in this requirement.
