- Notice of Intent: Mission and Installation Contracting Command, Fort Belvoir, VA intends to issue a sole source award to Blackboard, Inc., located at 650 Massachusetts Avenue, NW 6th Floor, Washington D.C. 20001-3796, for Blackboard Learn software, and technical support services license renewal. Blackboard provided the software originally with 4 subsequent renewals, and retains the rights to the copyrights associated with the software, to the Defense Acquisition University (DAU) and has the materials required and the knowledge that would provide the necessary software support. The action is being processed in accordance with FAR 6.302-1 only one responsible source, and solicited in accordance with FAR 13, Simplified Acquisition Procedures, as the Government believes that there is only one responsible source and no other service will satisfy the agency's requirement. A justification for other than full and open competition has been prepared in support of this acquisition, and market research has revealed that the contractor is the exclusive provider of the Metrics that Matter software, MICC Fort Belvoir intends to procure the attached items as required to fulfill the mission and need of the DAU. The North American Industrial Classification System (NAICS) code is 511210 for this requisition. Blackboard is considered a large business. This is not a request for competitive proposals. If you feel your firm can provide these services, please submit a capabilities statement by 3 pm EST, 18 November 2011. No fax or email copies will be accepted. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed action is solely within the discretion of the Government. Information received is solely for the purpose of determining whether to conduct a competitive acquisition. The Government reserves the right to issue a Request for Quote (RFQ) as a result of this announcement. Please be advised that this announcement may constitute the only notice that will be posted for this acquisition, based on the review of any responses to this notice.
