Description
This Request for Information (RFI) supports a market survey being conducted by PM Soldier Warrior (PM SWAR) to determine potential sources for a Tactical Communications and Protective System (TCAPS). TCAPS headsets serve three purposes: First is to provide clear two-way audio communications via earphone and microphone. Second is to provide protection from high ambient noise; both continuous type (vehicle noise) and impulse type (gunfire and explosions). Third is to provide talk-through capability for verbal conversation and ambient sounds to preserve auditory situational awareness in low noise environments. This specification does not include bone conduction microphone (including throat band types) or bone conduction speaker designs. The Tactical Communication and Protective Systems (TCAPS) specification will serve as the requirements document and the Government's framework for verification testing of candidate systems. Systems that meet or exceed these requirements through a combination of third party Contractor testing and Government testing will be made available through a qualified product list for the US Army. This RFI will help the government to gain an understanding of whether or not industry is capable of producing systems in accordance with the attached performance specifications. Respondents shall be responsible for any costs associated with preparing responses to this market research. Please submit specific information on industry capability to produce a system that can meet the requirements identified above and expanded upon in the attached document. This is NOT a Request for Proposal. Companies who desire to participate in this market survey are encouraged to submit a response which supports the company's claim that it presently has the technology, qualifications, and capabilities to satisfy one or more of the performance and technical objectives described above. The response should discuss the company's ability to develop and or provide existing technologies that have the abilities described above. Companies should provide a ROM (rough order of magnitude) price and its anticipated delivery for the solution proposed. Respondents shall also discuss whether their product is considered commercial in accordance with "commercial item" definition found in Federal Acquisition Regulation (FAR) part 2.101. The response should discuss related company experience, business size and include point(s) of contact. The response should be prepared in MS Word, limited to ten (10) pages, and submitted electronically to BOTH the Contract Specialist at dominic.milligan@us.army.mil and the Contracting Officer at thomas.marousek@us.army.mil. The government will review submissions as they are received. RESPONSES ARE DUE NO LATER THAN FRIDAY 16 December 2011 AT 10:00 AM EST. However, the government reserves the right to close this Sources Sought Notice once they have received adequate response(s. All requests for further information must be made in writing or via email; telephone requests for additional information will not be honored.
