- The U.S. Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC), intends to negotiate on a sole source basis with an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Parametric Cost Engineering System (PACES) and/or the Remedial Action Cost Engineering Requirements (RACER) software programs to AECOM Technical Services with use of Labor Hour Task Orders as needed. The proposed action is pursuant to 10 U.S.C. 2304 (1) and FAR 16.505(b)(2)(ii) which states that only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. This action is to support the continuation of current efforts of a sole source firm with the capability of developing parametric models for cost estimating applications and providing associated training/support. The proposed acquisition is to develop cost engineering estimating models for building construction, environmental remedial action cleanup, and civil works construction. The models must be in the correct format required and consistent in structure with the other models developed to be used with/by the current PACES and or the RACER software programs. The PACES and RACER applications are the Tri-Service (Army, Navy, and Air Force) approved systems for parametric building and environmental remediation cost estimating. It is considered that award to a new contractor would result in a significant duplication of cost well beyond any cost savings that might be achieved through competition, and would result in unacceptable delays. All responses should be directed to Nancy A. Wilhite at nancy.a.wilhite@usace.army.mil and Gregory Hodgson at Gregory.Hodgson@usace.army.mil and must be received within fifteen (15) days from the publication date of this synopsis. No telephone or facsimile inquiries will be accepted. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and is not a request for competitive proposals. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. However, any other responsible firms that may be interested in this synopsis may submit a brief statement of their interest and qualifications in response to this synopsis. This statement should be no more than five pages in length. This is NOT a formal notice of solicitation. Interested firms must provide statements submitted via e-mail no later than 5:00 p.m. CST on 30 November 2011. The Government will evaluate the statements and may issue a request for quotation to potentially qualified firms if a basis exists for a competitive environment.
