- RFI-111411-001 - E911 Services detailed information and Instructions The Pacific Northwest National Laboratory is seeking information from companies, educational institutions, research and development laboratories (public and private), or other sources about commercially and government available equipment (COTS/GOTS) or near-commercial technologies that may be used for E911 services and capabilities at government installations, both within the United States and around the world. This sources sought is part of an overall strategy to identify the next generation of E911 services (E911 SERVICES) for fielding in the fiscal 2012. The information obtained by this sources sought will be included in a market study that will be coupled with an evaluation process to determine what system or systems should be recommended for inclusion in and Emergency Management solution set. We are interested in information on systems that would be usable for integrating with multiple E911 SERVICES vendors to provide a layered approach to E911 services. Specifically, we are looking for information regarding the expected technical capability and effectiveness of currently deployed systems with respect to proven capability to integrate with other vendors and an example as to where this capability has been deployed. Operational issues, specifically mean time between failure rates, scalability, and interoperability, are of particular interest. Other issues that might impact operations, such as IP requirements, radio frequencies approvals, civil construction, network approvals, and calibration, reliability and robustness, training requirements (must not require extensive user training), and health and safety issues are also of interest. Of key interest is the capability for dispatch center operators to automatically receive and utilize the telephone number and address of the caller to decrease overall emergency response times for data collection at the dispatch center and information transfer to first responders.
