Description
Capability Statement THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, AND THE PHILADELPHIA DISTRICT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The purpose of this notice is to gain knowledge of potential qualified business concerns, both US and Foreign, capable of performing Commercial and Institutional Building Construction in Afghanistan. As the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. This effort is classified through the North American Industry Classification System (NAICS) under 236220 Commercial and Institutional Building Construction. It is anticipated that a pre-solicitation announcement will be published in the Federal Business Opportunities on or about January 15, 2012. The contract will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price, which may include additional options. In accordance with DFARS Part 236, the cost of these Design Build projects is between $10,000,000 and $25,000,000 with an expected duration of 270 days period of performance after award of the contract or Notice to Proceed. The United States Army Corps of Engineers has a requirement to construct the following projects located at Camp Marmal, Mazar-E-Sharif, Afghanistan: 1) Call Forward Yard. The project consists of constructing a call forward yard outside the entrance of the new Entry Control Point to stage in-bound commercial traffic coming into the Southwest Expansion. The yard will also support private parking for local workers employed in the southwest expansion area. The yard will consist of an aggregate surface base coarse. Supporting facilities consist of electrical services, site improvements, storm drainage, site lighting, fencing, and a sunshade. 2) Entry Control Point. The project consists of construction of an Entry Control Point (ECP) facility. Primary facilities include the entry control facility with inspections building, administrative offices, material transfer point, guard towers, fencing, lighting, roads, and vehicle barriers. Supporting facilities include electrical, site improvements, information systems, and antiterrorism measures. 3) Inbound Convoy Staging Area. The project consists constructing a Convoy Staging Area In-bound/Out-bound Facility to support the personnel required to operate the Northern Logistics Hub and the rest of the Southwest Expansion area at Camp Marmal, Afghanistan to include an aggregate base coarse area, administration B-Hut facilities, electrical distribution, site drainage, site preparation, fencing, site lighting and information systems. 4) Hazardous Waste Storage Area. The project consists of all site prep (including grading, compacting and spreading gravel for the area), as well as construction of two pole barns, a covered work area, two uncovered concrete containment pads and an additional concrete pad for land farming. Additionally, one B-Hut (including electrical and HVAC) will be built for administrative support. 5) Disposition Services-DRMS. The project consists of constructing a Disposition Services Yard at Marmal to facilitate Afghan Surge Recovery and the drawdown of US Forces from Afghanistan. Primary facilities include aggregate and grave base coarses covering approx 30 acres, a 100' X 100' concrete pad with containment curb, sunshade, and B-Hut for administration support. The entire yard will consist of an improved aggregate surface and a chain link fence will secure its perimeter. Perimeter drainage will tie into adjacent drainage systems. Electrical and information systems will accommodate the administrative area and necessary work areas. 6) Theater Consolidation Shipping Point. The project consists of constructing a Theater Consolidation and Shipping Point (TCSP) consisting of all site preparation to include perimeter site drainage, aggregate and gravel surface, 2 B-Huts (including HVAC) and placement of three (3) concrete maintenance pads. 7) Container Yard. The project consists of constructing an empty container storage yard and a container repair yard. Yards will consist of an improved gravel surface, an administrative building and perimeter fences with securable access points. 8) Logistic Roads. The project consists of constructing a road network throughout the Southwest Expansion area of Camp Marmal to facilitate movement of equipment and materials into and out of theater. Response Requirements: Complete and return the attached file titled "Capabilities Statement". Capabilities Statement must be received prior to the time and date listed on the document. Your submission should address all questions in the capability statement and your ability to perform the work stated in the project information section of this notice. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Cover letters and extraneous materials (brochures, etc.) will not be considered.
