Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.The solicitation number is 12AFOD00038 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-11-21 13:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Ammendale, MD 20705 The Bureau of Alcohol, Tobacco & Firearms requires the following items, Exact Match Only, to the following: LI 001, LCD 1600 Comparison Firearms Microscope Specifications of the LCF 1600 comparison microscope will meet the following specifications: Firearms comparison microscope must have a zoom system with magnifications from 6X ? 102X. Zoom range of the microscope must have at least 14 matched individual stops where the magnification must have less than 2% variance. Certification of the magnification matching must be included with the microscope and utilize a standard which is traceable to a NIST standard. The system magnifications must be par focal and par centric between all magnifications, such that image features being compared must be aligned from lowest to highest magnification. Objectives must provide sufficient NA (0.110 or greater) to obtain indicated magnifications without introducing empty magnification. Objectives must be Plan Apochromat corrected for superior images maintaining a working distance of 60mm at all powers. System must have a built in aperture diaphragm applicable to all magnifications. The comparison bridge must contain color balanced high quality optics. Image produced must be erect and un-reversed with a 22mm field of view. Images can be compared from 100% right to 100% left, having a divide of any width or superimposed in any percentage. The microscope must utilize a universal sample holder that, without changes will hold samples as small as 0.030? wire or as large as a 10 gauge shotgun shell. A third eyepiece holder must be provided attached to the stand to hold accessories for easy access when not in use. At least one sample stage must have a digital scale to facilitate direct sample measurements. This system, when coupled with a crosshair eyepiece, will allow sample measurements to be taken directly through stage movements. This linear scale must include NIST traceable certification of accuracy. The microscope package must include the following to assure proper ergonomics, a stable, height-adjustable, motorized base with movement of at minimum 26? ? 43?; motorized bridge column and tilting binocular. Stage movement and sample focus motions must be designed to minimize ?over the wrist? motions. The table top must be offered in traditional or cut out shape to accommodate various users. Ergonomic chair and nylon dust cover for LCF 1600 must be provided with system. The microscope must include two fluorescent illuminators mounted on adjustable articulated arms with a single adjustment knob for securing desired position. The microscope must include a LED spot illuminator with adjustable arms. System must include two 16? x 16? monitor swivel shelves to mount on vertical column. The system must be provided with the following sample holders in pairs: Universal Bullet Holder, Ball Pivot Vise, Ball Pivot Positioner.System must include adapters to attach existing cameras owned by the laboratory. System must include a dual viewing discussion training kit to allow viewing by primary examiner, secondary observer, and digital camera display image simultaneously. Bid price must include on-site setup, training and in-service, 2, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Bureau of Alcohol, Tobacco & Firearms intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Alcohol, Tobacco & Firearms is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
