- This is a modification to the synopsis entitled KSC NASA EXCHANGE RFI- FOODSERVICES which was posted on November 01, 2011. You are notified that the followingchanges are made: RFI - NASA Exchange Food Services, Additional Facts.The due date for responses is not extended.The following information is provided to clarify the expected food service needs at KSCand to assist industry in responding to the RFI. The selected food service provider(s) is expected to start operations on October1, 2012 with a phase-in period to be determined at award. The KSC workforce is projected at approximately 9,000 employees (civil servants,contractors, tenants, and construction personnel) and is expected to remain stable. Inaddition, employees located at Cape Canaveral Air force Station (CCAFS) also have accessto KSC facilities. CCAFS is located approximately 3 miles from the KSC industrial area. KSC is divided into the industrial and Launch Complex (LC) 39 areas.Approximately 50% of KSCs total population resides in each area respectively. By themiddle of 2012, the approximate populations of the major facilities at KSC will be: Operations and Support Building (OSB) I- 720 Operations and Support Building (OSB) II - 700Headquarters (HQ) - 1200 Space Station Processing Facility (SSPF) - 750Operation and Checkout (O&C) 900All other employees are located in smaller buildings throughout both areas or performwork in outside facilities. The following demographic information is based on the current civil servicepopulation at KSC:Occupation Distribution:63% - Science & Engineering29% - Professional Administration2% - Clerical 6% - TechnicianIn addition to the above occupation breakout for current civil service employees, it isprojected that between 200 -300 construction workers are anticipated at KSC and expectedto remain steady.Gender Distribution:67% -Male33% -FemaleAge Distribution: 10% - 20-29 years old14% - 30-39 years old35% - 40-49 years old33% - 50-59 years old8% - 60+ years oldCurrently, approximately 35% of KSCs total workforce utilizes cafeteriaservices. In a recent employee focus group, employees indicated that they are willing totravel and increase their participation for quality food. Employees work schedules at KSC vary depending on the type of tour or agreementthe supervisor selects. However, many employees are on flex schedules, which allowemployees to vary their arrival and/or departure times. Under some policies, employeesmust work a prescribed number of hours (80) a pay period and be present during a dailycore time (9am 3pm). There are also employees that work 2nd and 3rd shifts depending onthe nature of work and mission requirements. There are six available full service cafeterias, a central kitchen facility thatcan recommence as a full service cafeteria, and a catering kitchen located in OSBII.Below are the estimated dimensions of each facility:Industrial area:Headquarters: 10130 ftOperation & Checkout (O&C): 4130 ftSpace Station Processing Facility (SSPF): 10990 ftCentral Production Kitchen (CPK): 14370 ftLC-39 area:Multi-Functional Facility (MFF): 11240 ftLogistics Building: 1879 ftAssembly Refurbishment Facility (ARF)/ USA: 2779 ftThe following are construction projects that may affect food services:Theres currently a budget request to build a new central campus building at KSC,which includes plans for a 15000 ft cafeteria. If the budget for the project isapproved, the building is scheduled to be completed around 2015-2016. This plan includesthe demolition of the headquarters building after the new building is completed. The O&C building is scheduled to undergo fire suppression upgrades beginningOctober 2012 with an estimated completion date of February 2013. It is anticipated that current food service Government Furnish Equipment (GFE)will be transferred to the Concessionaire to manage and utilize, if necessary. Equipmentand facility operations and maintenance will be negotiated. Theres currently a Sharp Data Wizard Point of Sale (POS) system and two mobilefood canteens that are expected to transfer to the selected Concessionaire to utilize forfood service operations, if desired. A complete equipment list will be provided in theRequest for Proposal. At a minimum, the concessionaire will be required to open and serve breakfast andlunch. The current operational hours are 6:30am 9:30am for breakfast and 11:00am 1:00pm for lunch. However, a recent employee survey recommended extending breakfast andlunch hours of operation. Currently, sanitation inspections are completed monthly. However, the frequencyof inspections is at the discretion of the KSC Public Health Officer, or his/herdesignee. Most catering events are held in the O&C Mission Briefing Room (MBR), KennedyLearning Institute (KLI), OSB II, Beach house, Kennedy Athletic, Recreation, and Social(KARS) Parks I & II, and conference rooms throughout the Center. A response is requested for the following sections of the RFI: 3.2.13.2.23.2.33.2.4 Documents related to this procurement will be available over the Internet. Thesedocuments will reside on a World Wide Web (WWW) server, which may be accessed using a WWWbrowser application.
