- THIS IS A NOTICE OF INTENT, that the United States Special Operations Command (USSOCOM) Directorate of Procurement intends to solicit and award, on a sole source basis, a Firm Fixed Price (FFP) purchase order (without options or incentives) to Flyer Defense LLC, 151 W 135th Street, Los Angeles CA 90061, an Initial Spares Package (ISP) for two Advanced Light Strike Vehicles (ALSVs) owned by Program Manager for Family of Special Operations Vehicles (PM-FOSOV). The effort will be pursued under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements(10 U.S.C. 2304 (c)(1)). Interested sources may submit a capability statement and quotation which will be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All submissions must be received NLT 10 days from the posting of this announcement. Responsible sources must be capable of producing the required ALSV Spare Parts. The spare parts list includes material such as drive train components, transfer case, automatic transmission, alternator, engine, front and rear suspension parts, side boxes, tools, etc. While the Government owns the two ALSVs, the Government does not own the technical data rights to these vehicles. The technical data and the design of the vehicle are proprietary to Flyer Defense, LLC. Flyer Defense is the only known source of this unique vehicle engineering and design data. The North American Industry Classification System (NAICS) code for this effort is 336112, the FSC is 2355, and the small business size standard is 1,000 employees. It is the responsibility of all interested parties to continually monitor the website to stay informed. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. For changes made after the closing date, only those offerors that submitted a capability Statement and quote will be provided any changes/ amendments and considered for future discussions. Offerors must be registered in the Central Contractor Registry (CCR) to be eligible for award. Information on the CCR may be obtained at http://www.ccr.gov. Offerors may submit questions in writing requesting clarification of the requirement via email to the Contract Specialist. All questions must be received at least seven (7) days prior to the closing date. At this time this synopsis is an announcement of the Government's intention to solicit a sole source contract for the ALSV's spare parts. No entitlement to payment will arise as a result of the submission of contractor information.
