Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA is seeking Research and Development Services for the Joint Improvised Explosive Device (IED) Defeat Organization (JIEDDO). JIEDDO is a Deputy Secretary of Defense directed initiative with the mission to rapidly provide solutions to defeat the enemy's IED campaign and save the lives of service members deployed to fight the Global War On Terror (GWOT). JIEDDO ™s mission is to defeat IEDs as weapons of strategic influence. The approach to defeating IEDs incorporates intelligence, information, training, operations, material, technology, policy and re-sourcing solution designed along three approaches: attack the IED networks, defeat IED devices, and train deploying and deployed forces to operate in an IED environment. The Contractor shall provide for: (1) critical support services to support the Modeling and Simulation (M&S) within the Capabilities Acquisition Center (CAC) of JIEDDO; (2) provide a team of highly qualified experts capable of satisfying the deliverables and tasks as required; (3) provide support in execution of activities associated with a unique program support for emerging military systems concept development, requirements documentation, problem identification, classified material handling and innovative and responsive solutions; (4) provide and/or conduct all activities described in Modeling and Simulation (M&S) Support, Naval Air Warfare Center Weapons Division (NAWCWD), Attachment 1. The objective is to compete the requirement on an unrestricted, full and open basis depending on a review of the information submitted in response to this sources sought. In addition to searching the market for qualified vendors, the results of the sources sought will be utilized to determine if any Small Business Set-Aside opportunities exist per NAICS code 541712, small business size standard of 750 employees or less. All Small Business Set-Aside categories will be considered. The Government requests that all companies, both Large and Small, submit their business size by North American Industry Classification System (NAICS) code. If your company is a Small Business, please specify if your company is or is not each of the following: (a) Service-Disabled Veteran owned Small Business (SDVOSB); (b) HUBZone Small Business; (c) 8(a) Concern; (d) Woman-Owned Small Business; (e) Economically Disadvantaged Woman-Owned Small Business to the Government ™s Contract Specialist John P. McLaughlin (contact information listed below). All responses at a minimum must include: Company Name; Company Address; Point-of-Contact (POC) name, phone, and e-mail address. A brief capabilities statement package (no more than 10 pages in length, double spaced, 12 point font minimum) demonstrating ability to perform the specific requirements discussed above. This documentation must address, at a minimum, the following: (1) Prior/Current corporate experience performing efforts of similar scope within the last five years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, a brief description of how the contract referenced relates to the services described herein. (2) Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel. (3) Management approach to staffing this effort with qualified personnel which should address current hires available for assignment to this effort.
