- THIS IS NOT A SOLICITATION. Do not submit a proposal or quote. The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), is soliciting comments and questions for the DRAFT PWS (attached) for a Microsoft Enterprise Licensing Agreement to gather comments and questions from Industry, specifically Microsoft Certified Large Account Resellers (LARS) authorized to resell to the Federal Government, regarding the feasibility and completeness of the proposed approach to meet the requirements under this procurement. In addition, the Government is requesting a brief capabilities statement to identify any additional firms who possess both the capability and experience to provide Microsoft licenses, assurance and core support services via Microsoft Premier Services on an enterprise level. During the draft PWS comment period, the Government requests comments and/or questions that will enable a better understanding of the scope of this procurement. Please pay special attention to any information that might be missing and needed for submitting a complete quote. This action is to encourage and promote early exchanges of information for this requirement. The Government is seeking comments by interested companies relating to the draft PWS as well as a demonstration of capabilities to successfully perform an effort of this magnitude. Companies are requested to provide questions or concerns they may have with the overall procurement. The requested comments and capabilities statements are for informational purposes only. There will not be a formal posting of any comments received or answers to questions, but they will be considered by the Government and may be incorporated in the solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. All information contained in the draft PWS is preliminary and is subject to change in subsequent releases of the PWS. Prospective offerors are encouraged to review the draft PWS and offer written comments, questions and/or a capabilities statement via e-mail to matthew.ginty@va.gov no later than close of business December 2, 2011. Comments and questions should reference the applicable PWS paragraph number and be referenced in the body of the email or as an attachment to the email in Microsoft Office format. Comments that relate to recommended language changes must provide a rational for the recommended change. Interested parties submitting a Capabilities Statement should be brief and concise, yet clearly demonstrate ability to meet the stated requirements for an enterprise wide procurement of this magnitude. The Capabilities Statement should clearly present evidence that the interested party is fully capable of providing the required Microsoft licenses and Microsoft certified core support services and as such may include any information that the interested party feels is relevant. Prospective offerors are strongly encouraged to submit questions and comments as soon as they are identified. Telephone questions will not be accepted. It is the offeror's responsibility to monitor the Internet for the release of the draft solicitation, solicitation (if any) and amendments (if any). Potential offerors will be responsible for downloading their own copy of the draft solicitation, solicitation (if any) and amendments (if any).No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, the solicitation and any documents related to this procurement will be available on the Internet. This Request for Information (RFI) is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Requirements are subject to change based on feedback and/or other government initiatives..
