- The OR EQUAL item parameters RFQ 0006 Bid Schedule This request for quotation is issued unrestricted. Acquisition procedures in FAR Part 12 and FAR Part 13.5 apply to this acquisition. The Defense Logistics Agency, J-6B, has a requirement for 24 each, Fujitsu, Stylistic Q550 tablet mobile computing devices OR EQUAL items of supply and related support equipment. Prospective offers may quote either the brand-name item, the "or equal" item or both items. To avoid potential confusion, if an offeror elects to quote both the Fujitsu Q550 and an "or equal" item, then please submit separate and independent quotation documents for each item quoted. If quoting an "OR EQUAL" item of supply, then the "or equal" item of supply must meet all the physical, functional and performance characteristics listed in the attached EXCEL spreadsheet. Any offeror who quotes an "or equal" item has the burden of proof and responsibility to show the "or equal;" does in fact meet the Government's stated parameters. New items are solicited. Reconditioned or remanufactured devices (see the definitions found at FAR 11.001) are technically unacceptable and ineligible for award. No "Grey Market" items. All items quoted SHALL include the following: Operating System: WINDOWS 7 Professional, 32-Bit, (MUI) Software: a. Drive Update Utility b. PortShutter or compatible c. OmniPass Fingerprint Application d. Auto-rotation Display unit e. Battery Swap Utility f. Power Saving Utility g. Nuance XT9 Smart Input h. Nuance T9 Trace i. Touch Launcher j. On-screen Keyboard Forward a copy of your standard commercial warranty concurrently with your quotation. Packaging in accordance with ASTM D 3951 applies to this acquisition. Inspection, acceptance and F.O.B. are at Destination, Battle Creek, Michigan. Government inspection and acceptance shall be performed by J-6B/DLIS-TIL/Mr. Eric Terpening. Specific "SHIP TO" information shall be provided at the time of award. The required delivery date for all items is December 2, 2011. Incremental deliveries permitted. Accelerated delivery is acceptable only if there is no additional cost or obligation to the Government for accelerated delivery. Failure to deliver all items by December 2, 2011 may result in termination for cause in accordance with FAR 52.212-4(m). The evaluation criterion for award is lowest, priced, technically acceptable. Submit questions concerning this acquisition to arrive no later than 9 a.m. Eastern Time, November 17, 2011. Questions received after this date and time will not be answered by the Government. Facsimile quotations to (269)961-4426, ATTN: DCSO-B/David Straughn. E-mail quotations to David.Straughn@dla.mil and place "Quote RFQ SP4707-12-Q-0003" in the SUBJECT line of the e-mail message. The prospective awardee must have an active registration in the Central Contractor Registration (CCR) as a condition of contracting. The prospective awardee must have their Online Representations and Certifications Application (ORCA) (www.bpn.org) in a current status as a condition of award. The wide-area workflow requirements of DFARS 252.232-7003, "Electronic Submission of Payment Requests and Receiving reports (MAR 2008)" shall not apply to any subsequent award. Your quotation must remain valid for a minimum period of 30 calendar days from the date set for receipt of quotations. Prospective offerors are reminded of their responsibility to monitor FEDBIZOPS for possible future amendments and award information. No telephone calls accepted at any time.
