- Description
- The purpose of this notice is to comply with the synopses and presolicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium. Subject to the availability of funds, the United States Agency for International Development Mission to the Philippines (USAID/Philippines) intends to issue a request for proposal (RFP) for an evaluation of the USAID/Philippines' Education Program. The evaluation will cover all activities undertaken under the Education Quality and Access for Learning and Livelihood Skills (EQuALLS)2 Project's Intermediate Results, namely: (1) increase access of children and youth to quality eduction and learning; (2) improve quality of education, and; (3) improve relevance of training for out of school youth. It shall cover the EQuALLS2 geographic areas of the Autonomous Region of Muslim Mindanao (ARMM), Western Mindanao (Region IX) and Central Mindanao (Region XI). The evaluation's objective is to look into the effectiveness of program activities (relate outcome information to objectives); the efficiency and effectiveness of implementation arrangements and strategy; the efficacy of the mix of activities and processes to achieve desired results, and the value added of the project to the school and community (relate outcome with context, inputs, and process information). The evaluation should be able to identify the mix of variables and conditions that affected project results and outcome. It will require primary and secondary data gathering and analyses, key informant interviews, focus group discussions, surveys, etc. Offerors will propose an appropriate evaluation methodology and approach that will generate adequate information and effectively respond to the evaluation objective as well as organize a stakeholders' forum where the results of the evaluation will be presented. It is envisioned that this evaluation will be undertaken by a team of social science researchers, well-versed in social development project evaluations, preferably with prior experience working in the Education sector. The team leader shall have a strong background in organizing and leading project evaluations. S/he shall be assisted by a deputy team leader and five researchers representing a good mix of sub-sector specialists. At a minimum, the core team should all have master's degrees in the social sciences with 5-10 years' experience in conducting similar analytical work in the education sector. Award of the contract shall be subject to the availability of funds. This notice does not in any way obligate USAID to award a contract nor does it commit the U.S. Government to pay for any costs incurred in the preparation and submission of proposals.
