Description
The purpose of this RFI is to conduct market research which will be used to formulate an acquisition strategy for services across a wide range of subject areas relating to key educational and planning issues, training, product development and Leadership support. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that assess industry service capabilities and solicit feedback for acquisition planning purposes. The Regional Contracting Office, National Capital Region (RCO-NCR) is requesting responses from qualified business concerns. The qualifying code for this effort is 541990. The TECOM requirement will require contractor support with the Capability to (1) Provide Program Management support for development or review of policies, programs, assessments, and reports; (2) Review, analyze and provide recommendations for utilization of new initiatives and best practices to improve areas within program management; (3) Perform policy, technical, and analytical reviews; (4) Provide analytical and critical review, and development of documents including Joint Capabilities Integration and Development System (JCIDS) documents, draft ICDs, DoD 5000 and related United States Marine Corps (USMC) documents to identify issues that may potentially impact programs and their associated processes; (5) Provide support for the development of doctrinal publications; (6) Support development of General Officer/Senior Executive Service (SES) briefings, and back-up documents; (7) Support Integrated Process Teams (IPTs), Naval, and DoD staffing processes; (8) Conduct technical and analytical studies to determine and make recommendations on issues related to professional military education; (9) Provide SME support for research, development and delivery of professional military education programs and curricula; (10) Provide Subject Matter Experts (SME ™s) to develop curriculum and training materials for a Program of Instruction (POI); (11) Provide classroom and field instruction at an entry or advanced level in compliance with a POI; (12) Measure the effectiveness of current training and education to ensure content validity within and across programs; (13) Support identification of current and potential areas of regional and/or global conflicts or military threats and the cultural and linguistic impact affecting Marine Corps operations and training; (14) Provide support for the design, development, and implementation of training exercises and scenarios; (15) Instruct students attending formal schools or courses and instruct students in the operational forces prior to deployment; (16) support the development of Marine instructors; (17) Develop training and education products/programs per the Marine Corp ™s System Approach to Training (SAT) process, including training manuals and multi-media instructional products and courseware; (18) Develop, story board, direct and produce Marine Corps Training and Education videos. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Labor categories and rates used by respondents for similar services; (3) Link to the respondent ™s General Services Administration (GSA) schedule or attached file of same, if applicable; (4) Three (3) customer citations of any current or past perforamnce related to the objectives (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm. Please identify Large/Small Business size status along with a point of contact, phone number, fax number, e-mail address, business size, taxpayer identific ation number, DUNS number, and CAGE Code.
