- TOTAL SMALL BUSINESS SET ASIDE: The Environmental Protection Agency (EPA), Office of Research and Development (ORD) National Center for Computational Toxicology (NCCT) Research Triangle Park, North Carolina has a requirement to provide high content imaging bioassay analysis of the ToxCast Compound Library as defined by individual line items. Each line item will designate a specific bioassay. The contractor will be required to describe the proposed bioassay including biological and statistical validation. These bioassays shall be high-content, image-based cellular assays or multiple-endpoint analyses of in vitro toxicity that examine cells for phenotypic changes induced by compound treatment. EPA anticipates the award of a firm fixed price contract with a 5 year (60 month) period of performance. Task orders will be issued against the contract. Each task order will be a minimum of 40 samples and a maximum of 1000 samples. For the 60 month period of performance, EPA w ill issue a minimum of 400 samples and a maximum of 60,000 samples. The EPA has determined that this solicitation will be issued as a competitive total small business set aside. NAICS Code 541712 applies with a size standard of 500 employees. To be eligible for consideration, small business firms shall have 500 employees or less. The request for proposals (RFP) will be issued on or about November 30, 2011 and proposals will be due 30 days after the RFP issue date.
