- Description
- The U.S. Immigration and Customs Enforcement (ICE) is tasked with identifying, arresting, and removing aliens who present a danger to national security or a risk to public safety through efficient enforcement and removal operations. This includes providing adequate and appropriate custody management to support removals, facilitate the processing of illegal aliens through the immigration courts, and enforcing their departure from the United States. As a result, ICE has a requirement to replace the current Service Processing Center (SPC) located in the El Paso Area of Responsibility (AOR). ICE is conducting market research in accordance with FAR 10.002 procedures in order to determine a suitable location for the required detention services. ICE is surveying several of the counties in the El Paso AOR as well as private industry to determine whom may be interested in partnering with ICE to support the Enforcement and Removal Operations (ERO) mission. In order to determine the appropriate acquisition strategy, ICE needs the following information: • Description of proposed facility, to include brief history, age, style of construction, layout and dimensions of interior spaces, security levels, number of detention beds, size of grounds/campus. • Geographic location and census data (population, education level, community size designation-urban, suburban, rural, etc.) • Projected date of facility's availability. • Proposed staffing of facility (e.g., number, name of positions, whether county employees or contract employees). If contract staff, identify proposed vendor. • Proposed partners, if any. • Proximity to local health care services, to include hospitals, emergency rooms, surgery, medical, and mental-health services. • Proximity to local consulates, pro-bono legal services, non-governmental organizations (NGOs). • Proximity to airport(s) and description of various transportation routes (public and private). • Brief description of facilities-related modifications that may be required to serve ICE's proposed population (ICE utilizes the 2008 Performance Based National Detention Standards). • Availability of on-site medical care. • Availability of Service Provider transportation. • Availability of indoor and outdoor recreation space. • Pictures of exterior grounds/campus, building structure(s), facility interior spaces (if available). • Ball-park per diem range. If interested in participating in this effort, please provide the following information in response to this Sources Sought notice no later than 5pm on November 30, 2011. Please note that this is not a formal Request for Proposal. Since this letter is for information and planning purposes, no evaluation letters or results will be issued to respondents.
