Description
This procurement is for the design and construction of all associated infrastructure and utilities for project P-1046, North Area Waste Water Conveyance Systems at Marine Corps Base Camp Pendleton (MCBCP), CA. The scope of work includes waste water collection improvements, expansion of capacities of existing pumping station force mains and manholes to convey raw waste water to the Southern Regional Tertiary Treatment Plant (SRTTP), and new recycled water treatment and distribution systems. The waste water collection work includes the demolition of pump station 630121 and the associated force main pipelines, construction of a new upsized replacement waste water pump station and force main pipeline, and replacement of existing gravity sewer collection piping and associated manholes. The recycled water treatment and distribution systems include pumping stations to pump from both the Northern Regional Tertiary Treatment Plant (NRTTP) and the SRTTP to selected irrigation sites in the North and South Regions of Camp Pendleton, storage tanks, truck fill stations for fire fighting and to provide construction contractors with reclaimed water for construction purposes, appurtenances to connect the pumping stations to the reservoirs and the reservoirs to the use areas. The project is being advertised on an unrestricted basis inviting full and open competition. This procurement uses the two-phase design-build selection procedures and consists of one solicitation covering both phases. Source Selection procedures will be used with the intent to award a firm-fixed price construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), is the most advantageous and offers the best value to the government, price and other factors considered. Price evaluation preference will be given to HUBZone Small Business concerns, in accordance with FAR 52.219-4. The North American Industry Classification System (NAICS) code is 237110, and the annual size standard is $33.5 million. The estimated price range is between $25,000,000 and $100,000,000. The Government intends to evaluate proposals and award without discussions. Selection for award will be based on evaluation of the following: PHASE ONE: Factor 1 “ Corporate Experience, Factor 2 “ Past Performance, and Factor 3 “ Management Approach, and Factor 4 “ Safety. PHASE TWO: Factor 5 “ Engineering Solutions of Offeror ™s Team, and Factor 6 “ Small Business Utilization, Factor 6.A “ Past Performance in Utilization of Small Business Concerns, 6.B “ Small Business Participation, Factor 7 “ Price. The Phase One evaluation will result in a determination of the most highly qualified Offeror ™s. These Offeror ™s will be requested to submit a Phase Two proposal. A maximum of five (5) Offeror ™s will be selected to submit a Phase Two proposal unless the contracting officer determines that a number greater than five is in the Government ™s interest and is consistent with the purposes and objectives of two-phase design-build contracting. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The Phase One RFP will be posted on the NECO website at www.neco.navy.mil on or about December 07, 2011. No hard copies will be provided. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offeror ™s MUST register themselves on the website. Plan holders lists will not be faxed and will be available only at the website listed above. A pre-proposal conference is scheduled for December 14, 2011 at 9:30 a.m. sharp at the Holiday Inn located at 1355 North Harbor Drive, San Diego, California 92101. The conference will also include an opportunity for Prime Contractor and Small Business Subcontractor networking. Interested Prime Contractors and Small Business Subcontractors are encouraged to participate and to come prepared for this event. Registration for the conference will be by email. Please forward attendance information to Gregory Sies at gregory.sies@navy.mil. A site visit will be held only during Phase Two and only for those that have been selected to proceed to Phase Two. No reimbursement will be made for any costs associated with this announcement, attending pre-proposal conferences or any follow-up information requests.
