Description
Statement of Work for CASS Calibration System The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst New Jersey intends to negotiate on a non-competitive basis with Fluke Electronics Corporation of Everett, WA. for the following items in support of the NAVAIR Metrology and Calibration (METCAL) Program : one (1) model 4181-156 IR Calibrator (152 MM, 6 IN, 35 to 500C, 115V); five (5) model 732B 10V DC REF STD + Characters (120V); four (4) model 8508A/01 (8.5 DIGIT REF MULTMTR W/Rear Input Ratio MSUMTs, 120V); and fifteen (15) model 742A-1, 1 OHM Resistance Standards manufactured by Fluke Electronics Corp of Everett, WA 98206-9090. These standards are incorporated into the CASS (Cross Agency Support Services) workstation and are used to support the CASS, E-CASS, and RF CASS test/calibration workload requirements. All equipment has been integrated into the CASS systems and utilize the CASS TPS (test program sets) to address numerous instruments within the CASS station. Design integration is key to allowing CASS station compatibility. CASS, E-CASS and RF CASS workstations provide consolidated supports services and automated test and calibration to both shipboard and shore-based facilities throughout the Navy. Commonality of system instruments and component's is critical to allow instruments to work properly within the system. Substitution of model numbers and components within the system would require re-write of numerous TPS software applications along with software and calibration procedure deployment to the over 150 stations in service. Duplication costs and schedule delays are not in the government's best interest. Fluke Electronics Corp is the Original Equipment Manufacturer (OEM) for the identified standards. The requested standards are integrated and imbedded into the CASS workstations. Due to the integration of TPS software for all CASS stations, substitutions are not to be used unless absolutely required due to the impact on the entire system. Fluke is the sole designer and manufacturer for the identified CASS Items. As the original equipment manufacturer (OEM), Fluke Corporation owns the technical drawings, specifications, and data rights relevant to manufacture, repair, and comply with the original government specifications. They can guarantee the equipment meets the original performance characteristics for which the TPS software was written. The Government does not own any data, or other specifications to permit full and open competition. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
