- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Amnis Corporation, located at 2505 3rd Avenue, Suite 210; Seattle, WA 98121, for a 12 month service agreement for NINDS's existing ImageStreamX imaging flow cytometer. The ImageStreamX imaging flow cytometer serves a common flow cytometry core facility (FCCF) that is used by NINDS and other NIH institutes providing researchers with routine use of flow cytometry technology in assaying a multitude of biological properties at molecular, subcellular and cellular levels. The FCCF currently supports over 100 basic and clinical research projects in 32 NINDS and other intramural programs. The Contractor shall provide all labor and replacement parts to maintain normal operation of the ImageStreamX equipment. Contractor shall perform two Preventative Maintenance inspections during the 12 month period by certified service technicians including emergency support via telephone service or onsite visits if necessary at priority timed scheduling. Service shall include installation of hardware upgrades, calibration of the flow cytometer, optimization of alignment of critical components, replacement of wear items, and overall inspection of the instrument to confirm that it is operating at peak efficiency and reliability. Amnis Corporation is the sole manufacturer and service maintenance provider of the ImageStreamX analyzer system and the only vendor in the US that provides the required item. Amnis Corporation is the only vendor that has the expertise to provide service maintenance work for the ImageStreamX instrument that is required by the NINDS-FCCF. This acquisition is being conducted under simplified acquisition procedures using FAR Part 12 and is exempt from the requirements of FAR Part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
