Description
This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation as defined in FAR Part 15.201. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Offerors are advised that only Contracting Officers are authorized to commit the government to the obligation of funds. VISN 7 Contracting Network Office is performing market research to determine potential services in preparation for a potential future contract for interested and capable businesses for performance of preventive maintenance of an elevated water tank services at the Carl Vinson VAMC, Dublin Georgia. The Contractor shall provide all necessary labor, tools, equipment and materials to service and maintain a 250,000 gallon elevated water storage tank. All work performed by the Contractor shall be performed in accordance with the Performance Work Statement, all applicable laws, regulations, standards, instructions, and commercial practices. This sources sought notice will be followed by a request for proposal. All possible offerors are encouraged to submit information supporting this notice. If you are interested and capable of performing these services please forward your information along with a capability statement to Iridious T. Ruise, by 21 November 2011. This procurement is a 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The Request for Proposals (RFP) number is VA247-12-R-0032. The applicable NAICS code is 237110 and the small business size standard is $35.5 million. TELEPHONIC REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. When issued, the solicitation will be available only by downloading from the Federal Business Opportunities website at https://www.fbo.gov/. The estimated issue date is on or around 1 December 2011, and the anticipated closing date 8 December 2011 at 12:00:00 PM Eastern Standard Time. The proposal shall be completed and returned for a price evaluation. The Government reserves the right to reject any or all proposals at any time Prospective offerors are urged to submit any questions they may have in writing to Iridious T. Ruise at iridious.ruise@va.gov. Offers from all qualified, capable and responsible sources will be considered. Vendors offering a response to this notice should ensure registration in the Central Contractor Registration database at http://www.bpn.gov/ and in VetBiz at http://www.vip.vetbiz.gov/ prior to submission of offers for consideration. Vendors who are not registered as SDVOSB vendors in these two registries are deemed not qualified to be considered for award of this contract and any offers they submit will not be considered. STATEMENT OF WORK ELEVATED WATER TANK MAINTENANCE Carl Vinson VAMC, Dublin, Georgia GENERAL: Provide all necessary labor, tools, equipment and materials to service and maintain a 250,000 gallon elevated water storage tank at the Carl Vinson VA Medical Center (VAMC), Dublin, Georgia. The water tank is identified as building number 47, which consist of a steel elevated tank structure and a brick building housing an electrically driven pump assembly. The tank for equipment preventive maintenance purposes is identified as VA PM Number 5430-1001 (EE#6256). STATEMENT OF BID ITEM(S): This is a full-service, care and maintenance contract that will require the tank structure to be inspected annually during the month of June and commencing at the time the contract is awarded, the tank and tower will be thoroughly inspected and repaired to assure that the structure is in a sound water tight and good structural condition. Vendor shall provide a video record before and after each inspection. FIRE AND SAFETY PRECAUTIONS: A. To minimize interference of service/maintenance activities with the flow of Medical Center traffic, the contractor shall keep roads, walks, and entrances to roads, walks, and buildings clear of materials, equipment, and vehicles. Entrances to buildings must not be blocked unless it is a very temporary situation so that access by emergency vehicles is not impeded. B.Any contractor work to be done in the immediate vicinity of communications antennas and cables, communications building, on and below the elevated tank, must be approved in advance by the station Safety Manager. C.Contractor employees performing demolition, cleaning, and repair work shall wear appropriate safety apparel as prescribed in OSHA, 29 CFR part 1926. Contractor has responsibility for barricade and barricade tape installations as appropriate. To ensure patients and employees are warned and generally stopped from inadvertently waling into the areas where demolition/construction is taking place. All ladders and equipment used by the contractor shall be in good sound condition and meet or exceed OSHA standards. D.The Contractor may install an anti-climb device on the access ladder to prevent unauthorized persons from climbing the tower as approved by the VA Safety Manager. A VAMC provided lock will be installed on the roof hatch of the tank to prevent unauthorized entry to the water tank. The VAMC shall provide and have in place, locks for the pump building access door and the gate to the perimeter fence. Appropriate keys shall be issued to the Contractor. E. The Contractor shall assume full responsibility and liability for the compliance with all federal, state, and local regulations including EPA, pertaining to work practices, handling, and disposal of hazardous and non-hazardous materials. F.Any operations involving welding, cutting, or brazing shall be performing in accordance with NFPA standards. Prior to any use of respective welding equipment, a HOT WORK/WELDING PERMIT will be obtained from the COTR. It shall be the responsibility of the Contractor to fill in all portions of the Permit and comply with the requirements. A new Permit is required for each separate welding or cutting operation. G.Contractor personnel shall provide their own fire extinguishers as needed for approved welding and cutting work. Fire extinguishers shall meet NFPA Standards No. 10-1988 and 241-1989 and shall be available in all construction areas. H.The VAMC is a smoke free facility. Contract employees shall abide by VAMC smoking regulations. The Engineering Contracting Officer's Technical Representative (COTR) shall inform Contractor as necessary of the locations of designated smoking areas. OPERATIONS AND STORAGE AREAS: A.The Contractor shall sign in at the Budget/Preventative Maintenance Office in Engineering, Building #29, before each (day's) visit to the job site. B.The water tank is normally in operation from 7:00 A.M. to 7:00 P.M. supplying water to VAMC buildings. From 7:00 P.M. to 7:00 A.M., the tank is filled by the City of Dublin and city water is used directly for Medical Center consumption during this period of time. The COTR must be given sufficient advance notification of any work that will cause a change to normal operation of the water tank. Certain VAMC Services must be notified in advance of any changes in water pressure and source. C.The Contractor shall confine all operations including storage of materials on government property to areas authorized by the COTR. The Contractor shall hold and save the government, it's officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance. D.Work is to be executed so as to interfere as little as possible with normal functions of the Medical Center including operations of utility services, fire protection systems, and existing equipment in operation. PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES AND IMPROVEMENTS: Contractor shall be responsible for protection of the interior of buildings/structures at all times from dust, dirt, chemical substances and inclement weather. Barriers shall be erected where demolition will take place. Plastic sheeting material may also be used to cover and protect surfaces and items needing protection. Electricity and water shall be provided to the Contractor during the course of the project at no cost to the Contractor. Electricity shall be obtained from the VAMC's electrical distribution system from locations approved by the COTR. CLEANING AND RESOTRATION PHASE: A. The Contractor will annually inspect and service the tank beginning in the year when the contract is let. The tank and tower will be thoroughly inspected to assure that the structure is in a sound water tight condition. B. The tank will be completely drained and cleaned annually to remove all mud, silt, and other accumulations that might be harmful to the tank and or its contents. This cleaning will utilize high pressure water equipment with chemical injection. After cleaning is completed, the interior will be thoroughly inspected and disinfected in accordance with American Water Works Association Standard (AWWA) C652-86 prior to returning the tank to service. C.The Contractor shall furnish all specialized services including engineering (and inspection) services needed to carry out any and all repairs to the tank and tower needed during the term of the contract. These repairs include steel replacement, steel parts, expansion joints, water level indicator, sway rod adjustments, five (5) manhole cover/gaskets, and other component parts of the tank or tower. CLEAN UP AND DISPOSAL: A.All removed or excess material from the project shall become the property of the contractor unless otherwise noted in 1.8.A. above. It shall be removed from the VAMC property and disposed of in a safe manner in accordance with EPA and any state and local regulations. B.Contractor is responsible for cleaning areas affected by repair work, restoring the areas to an appearance and level of cleanliness found before any damage and demolition work occurred. INSTALLATION - MATERIAL - PHASING: A.The vendor/contractor shall furnish all materials required for accomplishment of this project. B.Materials and equipment used shall be of current production by manufacturers regularly engaged in the manufacture of such items for which replacement parts are available. C.The Contractor shall furnish relief valves, if needed, to install in the water system so the VAMC can pump direct and maintain water pressure while the tank is being serviced. D.The Contractor will provide 24-hour response emergency service to handle any problems with the tank at no additional cost to the VAMC. Reasonable travel time will be allowed for the repair unit to reach the VAMC tank site. QUALIFICATIONS AND QUALITY ASSURANCE: A.When painting is needed, all products will be equal to or exceed the requirements of the Georgia Environmental Protection, the AWWA, and the Steel Structures Painting Council as to surface preparation coating materials, and disinfection. B.When interior cleaning is needed, procedures as outlined in AWWA - D102 specifications for cleaning and coating of potable water tanks will be used on any interior surfaces. C.Contractor shall provide a foreman and employees that have appropriate vocational and technical trades expertise to do the required work of the project. Electrical, plumbing, and sprinkler system type work must be accomplished under the general supervision of a respective State of Georgia licensed electrician or plumber. The National Electric Code and national Plumbing Code are recognized. D.Any future mandated environmental, health, or safety requirements that cause significant changes in the cost of tank maintenance will be just cause for modification of this agreement. E.The Utilities Foreman shall provide technical expertise from VAMC Engineering Service for in-process and final inspections; for consultation concerning connections of equipment, tools, and devices to existing utilities and physical structure. F.Test Reports and Photographs: Within 15 days after completion of a scheduled inspection and service, the Contractor shall provide VAMC Engineering with two (2) copies of an Inspection and Service Report. Photographs/video recordings of affected areas are required with the written report.
