Description
AMENDMENT TO ORIGINAL "Sources Sought Notice": The purpose of this amendment is to make changes to the original "Sources Sought Notice" issued on November 10, 2011 and to provide responses to vendor questions. Following are the changes: Under SUBMISSION INSTRUCTIONS: "5 Pages" is added to "Capabilities Statement and Market Information." Following are questions received and responses: 1.How many individuals does the VA project hiring annually over the next three years? ANSWER: Based on historical trend data, VA expects to hire approximate 10K employees each year for the next three years. Based on that figure, and VA's 2% hiring goal for individuals with targeted disabilities, VA would project hiring 200 individuals with targeted disabilities. Please note these numbers are subject to change, depending on budget or mission changes. 2.At what locations/regions does VA project hiring these individuals? ANSWER: Nationwide, to include Hawaii and Puerto Rico. 3.How many of these hires will be full time, part time or intermittent/seasonal? For part time hires, how many hours per week will they be required to work? ANSWER: The majority will be hired for full-time employment. There are no projections for part-time. 4.Is there intent to supply the awardee with specific job announcements including requirements for those positions or is the intent for the awardee to recruit a pool of candidates based on occupational categories? ANSWER: Both strategies will be employed. 5.What is the page limit for the "Capabilities Statement and Market Information" section? It is not indicated in the solicitation. ANSWER: Please limit the responses to 5 pages, not including the cover sheet and index. Also, please note that this is not a solicitation; this is a Request for Information. ORIGINAL "Sources Sought Notice": The Department of Veteran Affairs (VA) is issuing this Request for Information (RFI) in accordance with FAR 15.201(e). The agency does not intend to award a contract but rather gather capabilities and market information pertinent for acquisition planning. The responses to this RFI will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. DESCRIPTION OF REQUIREMENT The Office of Human Resources and Administration (OHR&A), Office of Diversity and Inclusion (ODI), in accordance with the Executive Order 13548, the Rehabilitation Act of 1973, as amended, and the Equal Employment Opportunity Commission (EEOC) Management Directive (MD) 715, is seeking potential contractor sources to provide pre-screened candidates who have targeted disabilities and are eligible for VA employment opportunities. The Rehabilitation Act of 1973, as amended, requires Federal agencies to hire, promote, and retain qualified individuals with disabilities. The EEOC's MD 715 requires agencies to set hiring goals for individuals with targeted disabilities and report progress annually. The targeted disabilities are: "Blindness "Deafness "Partial paralysis "Total paralysis "Missing extremities "Epilepsy "Intellectual disabilities "Psychiatric disorders "Dwarfism The contractor would conduct specialized recruitment efforts requested by VA, and shall identify and maintain a list of candidates with targeted disabilities who are qualified for VA employment. SUBMISSION INSTRUCTIONS THERE IS NO SOLICITATION AT THIS TIME. This RFI does not constitute a request for proposals. Submission of any information in response to this RFI is purely voluntary. The Government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please respond to this RFI as follows- Cover Sheet - 1 page Please provide the following information: 1. Organization name, address, and web site. 2. Point of contact to include e-mail address and telephone number. 3. Business size (large or small). If small, please provide type of small business. 4. If applicable, GSA contract number, schedule, and SIN category. Index - 1 page Please provide an index to assist the Government in identifying where you have addressed each question below in your Capabilities Statement and Market Information. Please provide question number and corresponding page and section heading and/or paragraph number. Capabilities Statement and Market Information - Please respond to the following questions by providing a capabilities statement and market information: 1. Please describe how you would search for disabled candidates and the various qualifications and physical requirements/medical standards for specified job series/occupational categories requiring a high level of experience. 2. Please describe how you would ensure a sufficient quantity of applicants with targeted disabilities exists for hiring purposes. 3. Please describe how you would contact, interview and pre-screening techniques for potential candidates while maintaining Federal standards for recruiting. 4. Please provide information on past performance doing similar work, including references 5. Please provide qualifications such as background in recruiting, screening, and referring qualified candidates with targeted disabilities. 6. Please provide resources such as infrastructure, outreach sources and staff to identify, recruit, screen, and refer candidates. 7. Would you be able to accomplish all tasks mentioned in this solicitation alone, through partnering with larger firms or with subcontractors? 8. How long will it take for you, if you were awarded a contract, to provide full compliance and job functionality within the requirements stated?
